European Twinning project with the Republic of Moldova successfully completed

On October 17th, 2023 in Chisinau took place the final event of the Twinning project “Improving Spatial Data Services in the Republic of Moldova following EU standards”, financed by the European Union. The project was implemented in a consortium with Croatia, Poland and the Netherlands.
The final conference was attended by representatives from the Agency for Land Relations and Cadastre (ALRC), partners of the EU member states, the EU Delegation to the Republic of Moldova, the embassies of Poland and Croatia as well as many public institutions from the Republic of Moldova that use spatial data and e-services in everyday work. GUGiK was represented by Ewa Surma and Małgorzata Sypuła from the Department of Strategy and International Cooperation.
The project included activities related to the development of e-administration, strengthening the institutional capacity of ALRC and the development of the spatial information infrastructure (SDI) in the Republic of Moldova.
The key results achieved during the project implementation are the following: the updating of the legal framework and preparation of the national spatial information infrastructure (NSDI) strategic development documents, the development of the NSDI geoportal (https://inds.gov.md) as well as enhancing the competences of geoinformation users. GUGiK was the leader in the component 4. As a result of activities in this component, educational programs and many workshops were implemented for over 100 employees of Moldova's public administration and institutions using the spatial information infrastructure.
The trainings provided by experts from GUGiK were applied to the practical use of spatial information infrastructure, including: the use of data and e-services from national geoportals, the introduction to the INSPIRE, the use of data and e-services in "open source" software, technological accessibility that enables the use of SDI resources.
The implementation of the project results will help the Government of the Republic of Moldova to effectively help citizens, support businesses and improve the country's innovation. “Standardized and interoperable spatial data will allow for the development of professional tools, through which the data can be used to their full potential”, said during the event Adam Grodzicki, Deputy Head of Cooperation within the Delegation of the European Union to the Republic of Moldova.
As part of the project, GUGiK also carried out work through short-term expert missions in the following components:

Component 1: Sustainable NSDI Governance established

Component 3: Use of existing data within the NSDI in the Republic of Moldova (metadata, harmonisation, testing, sharing, integration and contribution to the development of online IT tools to explore spatial data within the NSDI).

Component 5: Review of existing legislation on NSDI and proposed improvements
The work of GUGiK in the project was mainly aimed at exchanging best practices on spatial data and e-services leading to the improvement of awareness and dissemination of geoinformation, awareness of the benefits of using spatial data and e-services for the public sector of Moldova in terms of making decisions and for the private sector in terms of developing innovations.
It is worth emphasizing that the project is considered as one of the best twinning projects implemented so far in the Republic of Moldova.
