In accordance with Paragraph 2 of Resolution No 210/2022 of The Council of Ministers of 12th October 2022 on coordination of activities for the award of the title ”European Capital of Culture“ in 2029 to the chosen city of the Republic of Poland and Article 7 of the DECISIONS No 445/2014/EU OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 16 April 2014 establishing a Union action for the European Capitals of Culture for the years 2020 to 2033 and repealing Decision No 1622/2006/EC the Ministry of Culture and National Heritage announces the call for submission of applications for the title of the European Capital of Culture for year 2029.

All Polish cities interested in applying for the title of European Capital of Culture in 2029, must complete:

• Application form (Annex 1 of the call) and
• „Declaration of Honour” - (Annex 2 of the call).

The candidate cities shall communicate in writing intention to submit an application at the latest on August 14, 2023. The deadline for submitting applications is September 15, 2023.

Application with a „Declaration of Honour” in English should be sent in two forms:

• in paper in 20 copies in the EN version and 3 copies in the PL version;
• in electronic form (PDF file) - in the EN and PL versions (as two separate files)

All application’ documents should be signed by persons authorized to represent the city.

Incomplete applications (document only in paper form or only in electronic form or /and in less than the number of copies indicated; unsigned) and complete applications that will be submitted after the application deadline, or in a form other than indicated above, will not be considered.

The deadline for submitting the application form is met if:

• the application will be delivered in person, via a courier or a postal operator other than the designated one, within the meaning of the Act of 23 November 2012 - Postal Law, to the address of the Ministry before the deadline for submitting applications, but during the Ministry's official hours (i.e. by 16:00 on September 15, 2023).

or alternatively:

• application in paper version will be posted at a branch of Poczta Polska (in the years 2016-2025, Poczta Polska S.A. performs the function of the designated operator within the meaning of the Act of 23 November 2012 - Postal Law) before the deadline for submitting applications. In this case, the Ministry waits 7 calendar days for the document, and after that date it is deemed not to have been submitted on time;

and also when simultaneously:

• application in electronic version will be sent on an address of Ministry: dfe@kultura.gov.pl

or e-PUAP mailbox: / 5ij310qjlu / SkrytkaESP before the deadline for submitting applications.

The paper version of the application must be signed by hand by persons authorized to represent the City. The electronic version of the application should bear a qualified electronic signature of the person authorized to represent the city or be a scan of the hand-signed application. Applicants will be informed in writing or via e-mail about the receipt of the application within 14 calendar days from the day following the end of the call for applications.

Cities interested in the ECoC title can obtain information about the application process during the information session, which will be organized on 24 January 2023 in Warsaw.
