Polish Official Development Assistance in 2022 - preliminary data

On 12 April 2023, the OECD DAC held a press conference presenting preliminary data on Official Development Assistance (ODA) provided in 2022. Total ODA of DAC member states amounted to USD 204.0 billion, +13.6% in real terms compared to 2021. The humanitarian crisis resulting from unprovoked Russian aggression against Ukraine was reflected in the ODA figures.

ODA to Lower Middle Income Countries (LMICs) saw the highest increases, up 53%, while ODA to Least Developed Countries (LDCs) fell by 1%. The collective ODA accounted for 0.36% of DAC members combined Gross National Income (GNI). The US was the largest DAC donor in nominal terms, followed by Germany, Japan, France and the UK. The UN target of allocating 0.7% of Gross National Income to ODA was achieved by: Denmark, Germany, Luxembourg, Norway and Sweden. Among the non-DAC members, Turkey and Saudi Arabia exceeded 0.7 goal. 26 donors among the DAC countries increased their ODA allocations (the largest - Poland 256% and over 100%: Czech Republic, Ireland and Lithuania), while 4 decreased (New Zealand, Australia, Greece and Hungary).

According to preliminary estimates, Poland allocated USD 3 378 million (PLN 15 059 million) for ODA in 2022, which accounted for 0.51% of its GNI. Poland therefore exceeded the 0.33% ODA/GNI target. The almost threefold increase in Polish aid compared to the previous year was due to unprecedented support for refugees from Ukraine and an increase in contributions to international organizations. In 2022 Poland allocated USD 226 million directly to assist Ukraine (7% of ODA), while USD 2 181 million (65% of ODA) to support refugees in Poland. The proportion of bilateral to multilateral aid has swapped from 2021, amounting to 75% and 25% of ODA respectively in 2022.
