Twinning and Taiex
The ability to use European Commission assistance programmes to pursue one’s own foreign policy objectives is one of the indicators of countries’ position in the European Union. Twinning and TAIEX are the EU’s flagship development cooperation programmes aimed at reforming public administration.
These are projects addressed solely to public administration. They involve transferring good administrative practices from EU Member States to public entities in countries in the European Union’s neighbourhood: most of all, countries of the Eastern Partnership and the Western Balkans, as well as selected countries in Africa, the Middle East, and Asia.
The main recipients of assistance under these schemes are:
- Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia, and Turkey;
- Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, Moldova, Morocco, Palestine, Syria, Tunisia, and Ukraine.
Poland’s involvement in twinning and TAIEX
Each year, the Polish administration wins and implements twinning projects worth several to a dozen or so million euro. Polish experts also take part in around 70-100 TAIEX activities each year. This ranks our country at the end of the EU’s first ten most active countries. Assistance provided by Polish entities via twinning and TAIEX instruments is not classified as Polish ODA. Twinning and TAIEX programmes in Poland are coordinated by the National Contact Point at the Department of Development Cooperation of the Ministry of Foreign Affairs.

Cooperation as part of twinning and TAIEX can have the following benefits:
- It helps build Poland’s positive image as a country promoting democratic values, the rule of law, the free market economy, and good governance.
- It provides an opportunity to present Poland’s systemic solutions and know-how to the world.
- It strengthens political contacts and, for certain types of projects, e.g. infrastructure or agricultural ones, could be the basis for economic cooperation.
- By harmonising the administrative standards of beneficiaries with those of EU countries, it contributes to a Europeanisation of public administration by bringing the beneficiary countries closer to the EU’s sphere of influence.
- It has a positive impact on building political stability across the region because a well-functioning, modern public administration is an important factor underpinning a citizen-friendly state.
- It furthers the goals of Poland’s foreign policy with the help of Community funds.
- It helps make efficient use of funds from the EU’s common budget.
- It has a positive impact on the professional development and satisfaction of those involved in such projects.
