Information flow and the role of RCB in the Crisis Management System
Efficient information flow between the bodies and structures responsible for crisis management is intended primarily to prevent crisis situations and, when they occur, to effectively mitigate their effects.
In cases of national crisis events, the RCB's (Government Centre for Security) role is to ensure information flow between: the Council of Ministers, the Prime Minister, the minister responsible for a government administration department, the provincial governor, the county governor, and the mayor (Article 11, Paragraph 2, Item 8). To facilitate this, institutions cooperating with the RCB are required to designate and maintain 24/7 availability of contact phone numbers and email addresses for their on-duty services.
According to the Act of April 26, 2007, on crisis management (Journal of Laws No. 89, Item 590, as amended), the RCB provides support to the Council of Ministers, the Prime Minister, and the Government Crisis Management Team (Article 11, Paragraph 1). The RCB’s responsibilities include ensuring the flow of information between national and international crisis management bodies and structures.
Crisis Management System
The crisis management system in Poland is multi-tiered and consists of the following components:
- Crisis management bodies,
- Advisory bodies responsible for initiating and coordinating crisis management activities,
- Crisis management centers, which maintain a 24-hour readiness to act.
