Risk Assessment and Planning Department

The scope of duties of the Risk Assessment and Planning Department includes:

  • Developing and updating:
  • National Security Threats Report.
  • National Crisis Management Plan.
  • Regulation of the Prime Minister regarding the list of actions and procedures for the crisis management system.
  • Operational Plan for the Centre's functioning in the event of external threats to national security or during wartime.
  • Coordinating the update of the NATO Crisis Response System Manual.
  • Preparing the Director's opinion drafts for:
  • The guidelines from the Minister responsible for public administration on regional crisis management plans.
  • Crisis management plans of ministers and heads of central offices.
  • Regional crisis management plans submitted by the Minister for public administration.
  • Planning the use of the Polish Armed Forces for tasks defined in the Crisis Management Act, including gathering and processing information about available forces and resources.
  • Preparing risk assessments related to the EU Civil Protection Mechanism, based on conclusions from the National Security Threats Report.
  • Maintaining a database of forces and resources included in the National Crisis Management Plan, necessary for responding to crisis situations, using the Geographic Information System (GIS).
