21st Conference of the Paying Agencies of the Baltic States and Poland

The conference organised by the Agency for the Restructuring and Modernisation of Agriculture (ARiMR), which started today in Toruń, is attended by representatives from Lithuania, Latvia, Estonia, as well as Serbia, where ARiMR runs a twinnig project as its leader. The event was attended by State Secretary Ryszard Bartosik.

Deputy Minister Ryszard Bartosik highlighted that the agricultural sector had measured up to the task in the current difficult times and we could look to the future with hope.

“Poland was among the seven UE Member States that were the first to have their Strategic Plans approved by the European Commission. Another important challenge for our country is the implementation and execution of the National Recovery and Resilience Plan. This will have a huge impact on the dynamics of the development of Polish agriculture and rural areas,” stressed the Secretary of State.

“During the annual meetings, we share achievements related to the handling of measures implemented under the Rural Development Programmes and we discuss current problems related to the implementation of measures under the Common Agricultural Policy. The aim of the conference is also to deepen cooperation and exchange experience between the paying agencies,” said head of ARiMR Halina Szymańska who is leading the Polish delegation.

Topics of today’s sessions

Today was almost entirely filled with plenary sessions on five important topics:

  • Modern ways of communicating with farmers, as well as the automation of submission and administration of payment claims;
  • New perspective of the Common Agricultural Policy on eco-schemes;
  • Area Monitoring System (AMS) and geotagged images;
  • Rules for the granting of premiums under the Young Farmer and Small Farms Restructuring intervention for the period 2023-2027;
  • Assessing the competitiveness of projects over the period 2023–2027.

Meeting with the regional Rural Housewives’ Circle

In the afternoon, a meeting was held at the premises of the Czemlewo Rural Housewives’ Circle, which is listed in the register kept by ARiMR. The visit was an opportunity for the ladies to talk about their activities and present the customs of the Kuyavian-Pomerania region, and for the guests to taste the local specialities.

Plans for the next days

The second day of the conference (September 22) includes, among others, a remote presentation by EU Agriculture Commissioner Janusz Wojciechowski.
