Informal meeting of the EU Ministers of Agriculture in Budapest

The Secretary of State Stefan Krajewski attended an informal meeting of the EU Ministers of Agriculture in Hungary. Currently, this country holds the Presidency of the Council of the European Union The subject of the discussion was EU agriculture focused on farmers; towards a competitive, crisis-proof, sustainable, farmer-friendly and knowledge-based future Common Agricultural Policy.
Position of Poland
Deputy Minister Krajewski stressed that we supported the result-oriented Common Agricultural Policy but in the New Delivery Model it was necessary to introduce simplifications and reduce programming requirements.
– It should depend on the Member State and its needs which CAP instruments will be most important after 2027. Direct payments must remain the most important instrument in the first pillar. In the second pillar, we must continue investment support strengthening the competitiveness of agriculture – pointed out the Polish Deputy Minister.
Sustainable European agricultural sector without jeopardising its competitiveness
The Secretary of State Stefan Krajewski stressed that the security of agricultural income and competitiveness were the basis for the acceptance of sustainable production methods among farmers and for the success of the food systems transformation. The Deputy Minister added that the transformation had to be reasonable and linked with support to facilitate changes. He stressed that we expected flexibility, particularly in the environmental and climate policy.
Crisis situations and risk management
The deputy head of the Ministry of Agriculture stated that the priority was adequate income of farmers and its stabilisation, also in crisis situations. The Deputy Minister pointed out that direct payments were and had to remain the basic instrument of income stabilisation.
– The crises demonstrated the importance of instruments stabilising the markets, such as the agricultural reserve and the “safety net”. These instruments should be strengthened – pointed out the Polish Deputy Minister of Agriculture.
The Secretary of State Stefan Krajewski also invited the Ministers to another informal meeting of the EU Ministers of Agriculture to Poland, which will chair the work of the EU Council in the first half of 2025.
On the sidelines of the meeting, Deputy Minister Krajewski spoke with the COPA President Christiane Lambert on the course and results of the Strategic Dialogue.
European Organic Congress on 10 September
After the end of the informal meeting of the EU Ministers of Agriculture, on 10 September the Secretary of State Stefan Krajewski attended the European Organic Congress in Budapest. As a speaker, he participated in the high-level panel on “Building a common vision for the future of food and agriculture”. The panelists exchanged views on the common vision of the future of agriculture, which would be a response to contemporary social, environmental and economic crises. They discussed the priorities of the new political mandate on organic farming issues.
Vision of the future of food and agriculture in Europe and a future common agricultural policy
The Secretary of State Stefan Krajewski stressed that agricultural production was of key importance for the strategic autonomy of the EU and for food security of Europe.
– The Common Agricultural Policy must be strong and adequately support farmers. It is necessary to ensure a sufficiently ambitious CAP budget and a fair distribution of resources between the Member States. A comprehensive review of the European Green Deal legislation is required – pointed out the Deputy Minister of Agriculture.
Deputy Minister Krajewski stressed that in the area of organic production, the most important instrument for Poland would be payments to crops, i.e. intervention: organic farming.
New political mandate in the issues of organic farming
Deputy Minister Krajewski stressed that it was necessary to promote a competitive, sustainable and resilient agricultural sector, to seek to empower farmers in critical supply chains as well as to support the viability of rural areas.
– In the area of organic farming, one of the biggest challenges is currently the need to significantly facilitate and simplify production requirements. A kind of new opening up is needed. What is required, is a discussion on the future and targeting of organic production – added the deputy head of the Ministry of Agriculture.
