Talks with the Vice-President of the European Commission, EU Commissioner for Trade, regarding trade relations with Ukraine

On 15 January this year, an online meeting was held between Czesław Siekierski, the Minister of Agriculture and Rural Development, Krzysztof Hetman, the Minister of Development and Technology, and Valdis Dombrovskis, the EU Commissioner for Trade, regarding trade in agricultural goods with Ukraine. The meeting was also attended by Michał Kołodziejczak and Adam Nowak, Deputy Ministers of Agriculture, and representatives of the Ministry of Agriculture and Rural Development and the Ministry of Development and Technology.
The talks conducted by Minister Siekierski concerned the difficult situation on the Polish agricultural market caused by, among others, excessive inflow of goods from Ukraine, and possible remedial actions. Three aspects of possible actions in this area were discussed:
- EU support to increase transit and facilitate the flow of Ukrainian goods to countries at risk in terms of food security,
- EU support for talks between Poland and Ukraine in order to develop bilateral solutions to control and limit the exports of sensitive agricultural goods from Ukraine to Poland,
- modifications to the Autonomous Trade Measures (ATM) with Ukraine so that, on the one hand, assistance is provided to Ukraine affected by Russian aggression, and on the other hand, the necessary elements are provided to protect EU Member States, especially those bordering Ukraine, against an excessive inflow of sensitive goods.
Minister Hetman confirmed that Poland aims to support Ukraine while not exposing Polish enterprises and farmers to losses.
The Minister added that intensive work is underway to address the current situation on the Polish-Ukrainian border. The role of the European Commission and acknowledging by it also the problems affecting Poland will be important in this regard.
Commissioner Dombrovskis expressed his readiness to cooperate with Poland as regards the aforementioned measures. It was agreed that talks would be held at the expert level both with the Ukrainian side to develop bilateral solutions, and arrangements would be made with the European Commission to develop protective instruments as part of the trade liberalisation mechanism with Ukraine.
