The Agriculture Ministers of the frontline states call once again on the European Commission

The Agriculture Ministers of Poland, Bulgaria, Romania, Slovakia and Hungary call again on the European Commission to propose appropriate, legally binding mechanisms to address the increased inflow of agri-food products from Ukraine. Today, on Poland’s initiative, a joint letter of the Ministers was submitted to Mr. Valdis Dombrovskis, Vice-President of the European Commission and EU Commissioner for Trade, and Mr. Janusz Wojciechowski, EU Commissioner for Agriculture.

What does the letter concern?

The letter concerns exceptional and temporary preventive measures on imports of a limited number of products from Ukraine.

The Agriculture Ministers of the frontline states appreciate the agreement negotiated out with the European Commission and the measures taken to mitigate the impacts of increased imports of agri-food products from Ukraine. At the same time, they state that the solutions which entered into force on 2 May 2023 may turn out to be ineffective and insufficient.

The Ministers point out, in particular, that in accordance with Commission Implementing Regulation (EU) 2023/903 of 2 May 2023 introducing preventive measures concerning certain products originating in Ukraine, the ban on imports does not cover the products imported under contracts signed before the entry into force of this Regulation, i.e. before 2 May 2023.

Therefore, the Ministers call on the EC to find a solution to this situation by proposing appropriate, legally binding mechanisms.

The call of the Agriculture Ministers of the frontline states

The signatories to the letter also call on the European Commission to:

  • confirm that on the date when the new ATM regulation enters into force the Commission Regulation extending the preventive measures on the listed products until the end of the year will also enter into force;
  • continuously monitor the imports of other sensitive agri-food products from Ukraine and, if necessary, quickly introduce preventive measures;
  • adapt the support level to the actual losses and mobilise additional resources, since the CAP budget and the national budgets are insufficient.
