23rd Conference of the Paying Agencies of the Baltic States, Poland and Finland 4th-6th of September 2024 in Tartu, Estonia

From September 4-6, 2024, representatives of paying agencies from Estonia, Lithuania, Latvia, Poland and Finland gathered in Tartu. The 23rd Conference was organized by the Estonian paying agency (PRIA).
The Polish delegation was led by Deputy President of ARMA, Ms. Joanna Gierulska.
Among the experts representing ARMA were delegates from the Analysis and Reporting Department, Direct Payments Department, Investment Schemes Department, Reference Databases and On-the-Spot Control Department, and Liabilities Management Department.
The participation of ARMA representatives in the annual conference provided an opportunity to exchange information, collect best practices, and consult on directional solutions aimed at the effective implementation of community policies.
As every year, the conference featured presentations on the achievements and experiences of payment agencies related to the administration of activities under the Rural Development Programs, the Strategic Plan of the Common Agricultural Policy (CAP) 2023-2027, and discussed current problems and challenges related to the implementation of activities within the framework of the CAP. Agreements were also made regarding the approach of payment agencies to the implementation of new CAP regulations.
The conference was opened by Margus Noormaa, Director of the Agricultural Registers and Information Board of the Estonian payment agency, who gave a brief presentation on the institution's main goals and future challenges.
Another highly interesting presentation on data valorisation and the use of BI (Business Intelligence) dashboards to increase efficiency in the Estonian payment agency was delivered by Head of Budget and Analysis Department.
In addition to presentations by the host of the conference, there were also speeches by Tomas Orlickas, Deputy Director of the Lithuanian NMA, on the "AMS current and future impact" and the Director of the Latvian Payment Agency, Indulis Abolins, who discussed the "The introduction to the results of first year of CAP reform for IACS payments in Latvia."
The Polish presentation, delivered by ARMA Deputy President Ms. Joanna Gierulska, focused on optimization of the process of handling investment applications in agriculture, using examples from ARMA's activities under the Rural Development Program 2014-2020, the Strategic Plan for the CAP 2023-2027, and the National Recovery and Resilience Plan.
This year's workshop topics focused on experiences with the implementation of the monitoring system and the simplification of investment measures (artificial intelligence, control systems, simplified cost methods).
On the final day, the workshops were summarized, and the host of next year's Conference of the Paying Agencies of the Baltic States and Poland was announced – the Lithuanian Payment Agency NMA.
