11.03.2022

The situation in Ukraine and security related to the defence and energy policy of the European Union were the main topics of the discussion during the two-day informal meeting of the EU heads of states and governments in Paris. The leaders spoke in favour of the Euro-integration of Ukraine. The further economic development of the European Union and a new European investment plan were also discussed. The Prime Minister Mateusz Morawiecki emphasised that there was a great determination to become independent from Russian resources.

The EU leaders supported the integration of Ukraine

The EU leaders, in a statement on Russian aggression against Ukraine, acknowledged European aspirations of Ukraine and its aspirations for European integration. On 28 February 2022, the President Volodymyr Zelenskyy submitted, in the name of Ukraine, an application for membership of the country in European Union. The European Council immediately contacted the Commission to submit its opinion on the application in accordance with the provisions of the Treaties.

- Based on the adopted provisions of the declaration, it is clear that we all agree for Ukraine to join the EU – said the Prime Minister Mateusz Morawiecki in Paris. As the Prime Minister  pointed out, there was an important provision in the declaration, indicating that the countries wanted to support Ukraine in its efforts to join ‘’our’’ Europe - The word ‘’our’’ Europe is unambiguous and indicates that it is also about the European Union – continued the Prime Minister.

Poland supports the European Council in confirming, as soon as possible, Ukraine's prospects of membership in the Union and taking steps to grant it the status of a candidate country. We suport the admission of Ukraine to the European Union as soon as possible.

Making the EU independent of fossil fuels supplies from Russia

- This is the best confirmation that our discussion has proved effective – stated the Prime Minister when asked about the decision of the President of the European Commission, Ursula von der Leyen, who said during an informal summit that the European Union should stop using Russian fossil fuels by 2027.

-There is great determination to become independent from Russian resources – said the Prime Minister Mateusz Morawiecki. As the Prime Minister added, the discussion on the most difficult elements of the package of sanctions was constructive. - We have a clear commitment to present a plan in May, which is a very specific date, to stop using gas and oil from Russia. The plan will be observed and scrupulously followed by us, as the European Union – stressed the Prime Minister

Safe Europe - strengthening defence

The leaders of the European Union stressed the need to develop defence - in cooperation and in a complementary manner with NATO. This involves an increase in spending money on defence. The goal is to strengthen the security of the European Union as a whole, with particular emphasis on resilience to hybrid threats and military mobility.
Emphasis was also placed on issues related to cyber security. For a long time, Poland has emphasised the challenges in that area, including fighting disinformation and attacks that threaten data security.

Urging the EU heads of states and governments to stop Russia's aggression against Ukraine

"We demand for Russia to immediately and unconditionally cease military actions and withdraw all military forces and equipment from the Ukrainian territory and to fully respect the territorial integrity, sovereignty and independence of Ukraine" - reads the statement on Russian aggression against Ukraine.

The signatories of the document expressed their demand that Russia immediately and unconditionally ceased military operations and withdraw all military forces and equipment from the Ukrainian territory and fully respected the territorial integrity, sovereignty and independence of Ukraine within its internationally recognised borders.

At the same time, in the statement, the heads of states and governments present in Paris, praised the Ukrainian people for their courage in defending their country and the values they share: freedom and democracy. "We will not leave the Ukrainian people alone. The EU and its Member States will continue to provide coordinated political, financial, material and humanitarian support". The heads of states and governments indicated that they were determined to provide support for the rebuilding of a democratic Ukraine once Russian aggression ends. "We are determined to further increase the pressure on Russia and Belarus."
