Human resources management standards
The Head of the Civil Service introduced human resource management standards (HRM standards) in the civil service in 2012. This was in response to signals from offices about the need to standardise activities in this area.
Standards consist of obligatory guidelines and optional recommendations. They are intended to support office staff and to help those in managerial and coordinating positions manage people effectively. The Head of the Civil Service has introduced new HRM standards to improve the quality of management in government administration. One of their goals is to standardise the management tools and procedures in the civil service.
The new HRM standards are effective from 12th March 2020. On 16th December 2020, the standards changed in Part III 'Recruitment, Employment and Induction' in point 1 concerning the filling of management positions.
Why did we change them?
• 40% of the offices expected changes (as shown by the results of the evaluation of the HRM standards),
• The Head of the Civil Service promotes work-life balance and activities that increase accessibility in the civil service,
• challenges the civil service is faced with, such as:
• attracting new employees and retaining experienced staff,
• developing new directions in the field of people management.
