The adopted document specifies the directions, objectives, and forms of development and humanitarian activities which will be carried out by Poland in the coming months, as well as the amounts of funds allocated to these activities. Such funds come from the special-purpose reserve earmarked for development cooperation from the Ministry of Foreign Affairs budget and other ministries carrying out development cooperation tasks. The plan for 2021 is based on the Multiannual Development Cooperation Programme for 2021-2030 “Solidarity for Development”, established by a resolution of the Council of Ministers of 19 January 2021.

The Policy Council, an opinion-making and consulting body to the Minister of Foreign Affairs, is made up of government administration representatives, members of parliament, as well as representatives of non-governmental organisations, academia, and employers. Its tasks include in particular:

  • making proposals regarding geographical and thematic priorities of development cooperation;
  • issuing opinions on drafts of multiannual development cooperation programme and annual plans; and
  • issuing opinions on annual reports on the implementation of development cooperation tasks by state administration authorities and on draft governmental documents related to development cooperation.

After the adoption by the  Council, the Development Cooperation Plan for 2021 was submitted to the Minister of Foreign Affairs for approval.
