On 12-13 May, an informal meeting of EU foreign ministers in the Gymnich format was held in Stockholm. Poland was represented by Deputy Minister Paweł Jabłoński acting on behalf of Minister Zbigniew Rau. EU ministers discussed Russia’s aggression against Ukraine and EU-China relations. Deputy Minister Jabłoński also attended an informal meeting with Ukrainian Foreign Minister Dmytro Kuleba.
In a discussion on Russia’s aggression against Ukraine, Deputy Minister Jabłoński pointed out the significance of the allies’ patience in their support for Ukraine. The war is still far from over and Russia continues to remain a major threat to Europe and the world. It is essential to maintain support for Ukraine (especially in its military dimension) and to present a common position.
Deputy Minister Paweł Jabłoński added that as the EU we are consistently implementing a plan to supply military equipment and ammunition and that Poland is among the countries most highly engaged in helping Ukraine. He also drew attention to the fact that peace proposal presented by President Volodymyr Zelensky is based on the principles of the United Nations Charter and that competing plans unnecessarily distract attention from Kyiv’s proposal and do not contribute to a peaceful resolution of the conflict. Poland’s continued support for Ukraine’s European aspirations has also been confirmed.
Deputy Minister Jabłoński also reiterated his call to strengthen efforts to communicate to the countries of the Global South the true causes and impacts of Russia’s aggression against Ukraine.
In a discussion on the EU’s relations with China, the deputy minister stressed that this relationship needs to be urgently reassessed in the current geopolitical context. He added that the characterisation of EU-China relations in the Strategic Outlook in March 2019 continues to be relevant—the document refers to China as the EU’s partner, competitor and systemic rival. Deputy Minister Jabłoński stressed that China should abandon its ambiguous stance on Russia’s war against Ukraine and act as a responsible member of the international community.
During an informal meeting with Ukrainian Foreign Minister Dmytro Kuleba, Deputy Minister Jabłoński reiterated Poland’s unconditional support for Ukraine in its defence efforts.
During the second ministerial forum with the Indo-Pacific countries, the Polish deputy foreign minister took the floor in the panel on facing jointly the evolving security landscape in the Indo-Pacific. In his remarks, the deputy head of Polish diplomacy stressed that it is in the common interest of both the countries of the EU and the Indo-Pacific to put Russia under pressure to respect the fundamental principles of international law, including in particular the UN Charter.
“Today, more than ever, it is vital and necessary for the countries of Europe and the Indo-Pacific to cooperate and coordinate their foreign policy,” said Deputy Minister Jabłoński.
During the Ministerial Forum, Poland expressed its willingness to deepen links as regards developing secure supply chains, advocated further discussion and exchange of experience on security issues, and called for closer cooperation on tackling disinformation. Deputy Minister Jabłoński also stressed the importance of regional collaboration in implementing quality infrastructure projects as a way to build resilience to external shocks.
