10.11.2020

On 9-10 November, the OECD Development Assistance Committee met to discuss the challenges linked to funding development, providing development assistance during the COVID-19 pandemic, as well as actions to ensure durable and climate neutral recovery in line with UN Sustainable Development Goals. Poland was represented by Deputy Minister Paweł Jabłoński.

Recognizing the official development assistance as key pillar of development cooperation, and taking into consideration limited public resources and growing development needs, we acknowledge the need to encourage private sector to join our efforts to foster sustainable development. The OECD Development Assistance Committee should work on easing investment restrictions and support creating better regulatory framework. (...) We should strive to identify new opportunities to foster sustainable growth and prosperity – not just to stimulate long-term investment, but also to create high-quality jobs supporting the fight with inequalities, in full synergy with our long-term vision of transition towards clean and green economy,” emphasised Minister Jabłoński.

The deputy chief of Polish diplomacy also highlighted the need to work out solutions to reduce the cost of moving away from fossil fuels and support smart transformation, in line with the Paris Agreement and the Katowice Rulebook, adopted at the COP24 in Poland. In the context of the COVID-19 pandemic, Minister Jabłoński stressed the importance of digital economy, reform of healthcare systems, including the development of e-health, and improving crisis management and response to emerging pandemic threats.

“Investing in renewable energy, energy efficiency and the technology neutrality principle will play a key role in green and just transformation. All OECD actions should be guided by the principle of solidarity,” added the representative of the Polish government.

The Development Assistance Committee (DAC), acting under the auspices of the OECD, is an international forum bringing together major development assistance donors. Currently, the Development Assistance Committee has 30 members. Poland joined the DAC in 2013. The OECD DAC’s role is to support development cooperation and policies which advance the Agenda for Sustainable Development, foster sustainable economic growth and better living conditions in developing countries, as well as work towards a world in which no country will be dependent on aid. The DAC High Level meetings, which set out the main directions of the Committee’s work, take place every 2-3 years at the level of development ministers.
