First Kyiv visit of Polish expert group on accession negotiations and consultations of Poland’s and Ukraine’s Deputy Foreign Ministers

Newly established High-Level Polish Advisory Group on Ukraine has concluded its first visit to Kyiv (11–12 March), which marked the beginning of the Polish experts’ endeavour to support Ukraine in its EU membership talks.

The Advisory Group is made up of renowned Polish experts who directed the process of Poland’s accession to the European Union: Jan Truszczyński, Jarosław Pietras, Jerzy Plewa, Paweł Samecki, and Marcin Święcicki. They aim to provide conceptual support for the Ukrainian administration in order to enable swift accession talks with the EU and to share their experience and best practices stemming from the Polish negotiation process.

During the inaugural visit to Kyiv, members of the Advisory Group met with high-rank representatives of the Ukrainian government involved in various areas of the integration process, for example at the Government Office for the Coordination of European and Euro-Atlantic Integration, the ministries of agriculture, infrastructure, and energy, including Deputy Minister of Energy Roman Andarak.

In his talks with Ukraine’s Deputy Foreign Minister Oleksandr Mischenko, Deputy Minister Marek Prawda stressed the importance of Ukrainian accession to the EU and reassured his counterpart of the helpful guidance Polish experts may offer throughout this challenging process. The deputy head of Polish diplomacy also joined the members of the Advisory Group at a meeting with Oleksandr Ilkov, Director General of the Government Office for the Coordination of European and Euro-Atlantic Integration.

Other matters discussed during talks with Ukrainian partners revolved around Ukraine’s security and its international setting as well as the most important aspects of bilateral cooperation.

Members of the Advisory Group:

- Jan Truszczyński—chief negotiator for the Polish accession to the European Union (2001–2005), held senior positions at the European Commission between 2007 and 2014;

- Jarosław Pietras—member of the negotiation team on the Europe Agreement between Poland and the European Communities, deputy chief negotiator for the Polish accession to the EU, Director General at the General Secretariat of the EU Council of Ministers (2008–2020);

- Jerzy Plewa—member of the Negotiation Team for Polish EU Membership (1998–2002), held senior positions at the European Commission between 2006 and 2019;

- Paweł Samecki—Undersecretary of State (1998–2002) and Secretary of State (1999–2000) at the Office of the Committee for European Integration, European Commissioner for Regional Policy (2009–2010);

- Marcin Święcicki—member of the Negotiation Team for Polish EU Membership, Business Ombudsman in Ukraine (2019–2021).
