General Affairs Council adopts regulation on establishing the Reform and Growth Facility for the Republic of Moldova

On 18 March, General Affairs Council (GAC) adopted a regulation on establishing the Reform and Growth Facility for the Republic of Moldova. This instrument will become the financial pillar of the Moldova Growth Plan—the largest EU financial support package since Moldova’s independence.
The Reform and Growth Facility was put forward by the European Commission in October 2024. It constitutes the EU’s greatest financial contribution for Moldova since the country’s independence.The Facility’s main goal is to boost Moldovan economy and accelerate the reforms essential to bring the country closer to EU membership. The instrument will support Moldova from 2025 to 2027 and is expected to provide up to EUR 385 million in grants and EUR 1.5 billion in concessional loans with long repayment time and advantageous interest rates.
When works on the regulation were in progress, Poland was advocating its generous shape, and strived for its prompt adoption as the country presiding over the Council of the EU. This approach fits into the broader context of supporting Moldova on its path to EU accession. The cooperation between the Presidency, the European Commission, and the European Parliament allowed for increasing the funding for grants in comparison to the original proposal.
