MFA statement condemning cyberattacks of pro-Russian hacker groups

Today, on behalf of the 27 Member States, the European Union published a Declaration on malicious activities conducted by hackers and hacker groups in the context of Russia’s aggression against Ukraine.

In the context of Russia's illegal and unprovoked aggression against Ukraine, offensive actions are being carried out not only in the classic way, but also in a cyberspace.

One of the most severe of the Russian attacks to date was carried out on February 24, an hour before launching the military aggression. The attack had a direct negative impact on number of European countries. This cyber attack was condemned by the European Union and by a number of countries including Poland and our NATO allies: US, UK and Canada, among others.

Recently, a wave of cyber DDoS attacks (causing unavailability of services) against a number of the EU’s Member States and our partners has been observed. Pro-Russian hackers have taken responsibility for carrying out these attacks, which not only support Russia's military efforts, but also target the countries that provide the biggest assistance to the defending Ukraine - including Poland.

These actions are in flagrant contradiction to international law. Hence, the European Union is calling on states from whose territories malicious cyber activities are conducted to take appropriate action to bring the perpetrators of these attacks to justice.
