Minister Jacek Czaputowicz on EU Foreign Affairs Council

The Berlin conference on resolving the conflict in Libya, climate diplomacy, cooperation aimed at supporting the Sahel states and developments in the Middle East were major points on the agenda of the Foreign Affairs Council meeting on 20 January 2020 in Brussels.
EU foreign ministers began today’s Council session with discussing the outcomes of the meeting on situation in Libya, held a day earlier in Berlin. Minister Czaputowicz expressed his recognition for the Germany’s initiative, hoping it would be a strong impetus to resume a political dialogue in that country. The head of Polish diplomacy also underlined the importance of EU leadership in this process, especially in the face of Turkey and Russia’s activity, whose objective is to extend their sphere of influence in Libya.
“Currently, after the ceasefire is achieved, the priority should be the observance of the arms embargo,” stated Poland’s foreign minister. The talks also focused on transforming the mandate of the Operation Sophia, so its range can allow better monitoring of compliance with the embargo on the delivery of arms to Libya.
During the debate on climate diplomacy, the Polish foreign minister highlighted that Poland’s position towards the EU activity in this matter is positive. “It is vital that European Union persuades other countries which emit greenhouse gases, including China and India, to support EU climate-related initiatives,” stressed Minister Czaputowicz. As he assessed, the European goals for climate protection should also consider the need to ensure just transformation.
“A change to climate neutrality will only be effective if it is socially acceptable, and the rule of justice and solidarity observed,” added the head of Polish diplomacy.
Brussels meeting was also an opportunity to discuss a continuously unstable situation in the Sahel, mostly in Mali and Niger. EU foreign ministers agreed that the Union should increase its involvement in the region to enhance its vulnerability to threats like terrorism. It is all the more essential in the face of the meeting of heads of states and governments of G5 Sahel, planned on the sidelines of the March European Council meeting.
While discussing the developments in the Persian Gulf, the ministers pondered how EU could engage to resolve the current crisis in cooperation with the U.S. and the countries of the region.
Last but not least, the Foreign Affairs Council dealt with the Middle East peace process, for which the key is the unity of EU actions. It was highlighted that peaceful settling of the conflict would not be possible without solving political issues through direct negotiations between the parties.
On the sidelines of today’s FAC meeting Minister Czaputowicz met with the Vice President of the European Commission Věra Jourová and the Commissioner for Neighbourhood and Enlargement Olivér Várhelyi.
