Polish-Spanish intergovernmental consultations

“Today’s meeting of our delegations chaired by the Polish and Spanish prime ministers reaffirms the strategic character of relations between our countries,” said Minister Zbigniew Rau at the beginning of his meeting with Arancha González Laya, Minister for Foreign Affairs, European Union and Cooperation of the Kingdom of Spain, which was held in Alcalá de Henares.

During the consultations the foreign ministers discussed a number of issues concerning bilateral and multilateral relations. One of main topics was the situation in the Eastern Partnership countries and the discussion on the situation in the EU’s southern neighbourhood.
The ministers assured each other of the mutual support and understanding for actions in both dimensions of EU’s neighbourhood policy. Another important subject was the presentation by the chief of the Polish diplomacy on the development of the Three Seas Initiative, which met with interest of the head of the Spanish diplomacy.  The ministers also exchanged their remarks on the state of relations between the European Union and Latin American countries, also in the context of work on association agreements between the EU and some Latin American states and Mercosur.

At the end of the meeting the ministers signed four agreements: on cooperation between Ministries of Foreign Affairs, Diplomatic Academies, in the area of cybersecurity, and a Protocol on the adoption of a Programme of cooperation in the fields of culture, education and science.
The agreements will help strengthen Polish-Spanish cooperation, including by establishing a mechanism of regular political consultations at the level of heads of ministries and departments. The purpose of the consultations will be to monitor the implementation of arrangements of intergovernmental consultations and the preparation for their subsequent editions. In total, during the thirteenth round of Polish-Spanish intergovernmental consultations six agreements were signed, including an agreement on cooperation in the development of the Solidarity Transport Hub and on industrial policy.

The meeting of foreign ministers of Poland and Spain took place as part of intergovernmental consultations, organised regularly since 2003. Both Poland and Spain only use this mechanism with their strategic partners. The consultations were held with the participation of ministries of foreign affairs, the interior and administration, infrastructure, climate and environment, as well as economic development, labour and technology. The meeting was preceded by a forum of entrepreneurs and investors, which is particularly relevant taking into account the intensive economic cooperation between Poland and Spain. At the end of the consultations, the prime ministers adopted a joint declaration.
