Environment Council in Luxembourg

European climate law and the Biodiversity Strategy for 2030 were the main topics of the Environment Council, bringing the EU27 climate ministers for a meeting in Luxembourg.

The Council adopted a partial general approach to the draft regulation on European climate law. Thanks to Poland's efforts, additional provisions were introduced into the draft regulation regarding the support, including financing, of achieving the climate goals. The Polish delegation emphasized that in order for the goal of climate neutrality not to remain just an empty word, it is necessary to provide adequate support and shift the focus on its implementation.

In addition to the two main items on the agenda, the Polish minister presented a reform proposal for the ETS (emissions trading system), which could include: increasing the Modernization Fund and/or creating a new fund, changing the allocation key and updating reference levels.

The ETS is one of the main tools of the EU climate policy. According to Poland, effective support for transformation efforts in the EU requires a coherent system that will be adjusted to the structure of the economies of individual Member States and will be a fair and effective tool for reducing emissions. The revenues from the auctioning of allowances should be invested in the areas that require the greatest emission reductions and in the places where the investments are most needed today.

The Polish delegation was chaired by Adam Guibourgé-Czetwertyński, Undersecretary of State in the Ministry of Climate and Environment.
