At the EU summit, leaders reached a compromise on the multi-annual budget for 2021-2027, to be adopted in a package with a recovery fund worth € 1.8 trillion. Poland was represented at the meeting by the Prime Minister, Mateusz Morawiecki.
"The budget negotiations have brought us a very good result, a very good budget. These are funds that can contribute to development, recovery from the crisis, but we had one fundamental problem - it was the problem of ambiguity, different provisions linked to the budget" - the PM said at the press conference. "The conclusions contain specific provisions that separate clearly what the mechanism is for and what is in the Treaty. These legal issues are fully addressed", he added.
In addition, Heads of State and Government held discussions on the coordination of COVID19-related activities, mainly in the areas of vaccines, testing and matters related to the restrictions stemming from the current epidemic situation. Leaders also discussed security issues in the context of counter-terrorism and violent extremism. The discussions on the EU's external relations focused on relations with the US, Turkey and the situation in the Eastern Mediterranean.
After a lengthy negotiations, EU leaders also agreed on conclusions on the increase of the 2030 climate target.
“We have managed to include provisions in the conclusion that will allow us to compensate for possibly higher expenses related to the emission allowance system; funds secured for the transformation of the Polish energy sector amount to approximately PLN 230 billion”, emphasized Prime Minister Morawiecki.
The meeting started with a traditional exchange of views with the President of the European Parliament, David Sassoli.
