European Council meeting

During the European Council, EU Heads of State and Government held a discussion on the Russian invasion of Ukraine. The leaders had the opportunity to exchange views with US President Joe Biden and Ukrainian President Volodymyr Zelenski. On the second day of the meeting, leaders discussed energy, the EU economy and the Covid-19 pandemic. Poland was represented by Prime Minister Mateusz Morawiecki.

"What is happening in Ukraine is a massacre, it is barbarism, civilians are being attacked; crushing sanctions on fossil fuels and cutting Russia off from transport routes are necessary" - declared the head of the Polish government ahead of the summit. "Poland is trying to organise humanitarian, diplomatic, political assistance, also assistance in the form of defensive weapons, so that Ukraine defends its territorial integrity, its sovereignty, because the security of all Europe depends on it," he added.

The leaders' discussion on Ukraine focused on four main topics: the implementation of sanctions against Russia and discussion about the next package, forms of support for Ukraine, the refugee situation, and additional support for frontline states.

On the second day of the meeting, the discussion on energy issues concentrated on security of energy supply and reducing dependence on Russian fuels. Poland stressed that challenges related to energy security overlap with existing problems in the energy market and further reinforce the negative effects related to the operation of the EU ETS market.  

Leaders expressed support for the development of a long-term plan for the EU single market, which is crucial for economic growth and building resilience. They also stressed the need to further integrate the Single Market and ensure that EU businesses can effectively benefit from the freedoms guaranteed by the Treaty, including in the area of services.

In addition, the European Council re-elected Charles Michel as its President for a second two-and-a-half-year term, from 1 June 2022 to 30 November 2024. The Belgian was also re-elected Euro Summit President for the same period.
