European Council meeting with participation of Prime Minister Mateusz Morawiecki

During the European Council, the heads of states and governments of EU member states held a discussion on, among others, Russia's aggressive actions and the concentration of its troops along the border with Ukraine, the situation in Belarus and the use of migrants by the regime in Minsk to attack the European Union, as well as high energy prices.

The leaders stressed the urgent need for Russia to ease tensions caused by the mobilisation of armed forces along its border with Ukraine and its aggressive rhetoric. Any further military aggression against Ukraine will have huge consequences and will impose serious costs, including sanctions imposed in coordination with EU partners.

EU leaders also condemned the Belarusian regime for its instrumental use of migrants and the humanitarian crisis it has caused. "We unequivocally condemn the instrumentalisation of migrants either as a tool or as living shields. If these actions are not stopped, further sanctions against Belarus will follow." - Prime Minister Mateusz Morawiecki stated.

The meeting discussed preliminary reports prepared by the EU Agency for the Cooperation of Energy Regulators (ACER) and the European Securities and Markets Authority (ESMA). Poland believes that ACER's preliminary report devotes too little attention to the natural gas market, ignoring the energy crisis in Moldova and failing to address the liability of the dominant supplier for market manipulation. The assessment of the scale of potential speculation contained in ESMA's preliminary report is too superficial. Poland also advocates reform of the CO2 emissions trading mechanism and the inclusion of gas and nuclear in the EU taxonomy. Leaders will return to this issue at the next European Council meeting.

In addition, heads of states and governments discussed the role of vaccination in the fight against the pandemic, including the availability of vaccines and the use of booster doses. Participants exchanged views on how best to overcome vaccine scepticism and misinformation. The Council called for the rapid implementation of the revised Council recommendations on travel within and to the EU and on the validity of EU Covid digital certificates.
