During the European Council meeting, the heads of state and government of the EU Member States discussed, inter alia, support for Ukraine and the applications for EU membership submitted by Ukraine, Moldova and Georgia. On the sidelines of the summit, an informal meeting was held between leaders of the EU and the Western Balkan countries. Poland was represented by Prime Minister Mateusz Morawiecki.
"Ukraine has been granted EU candidate status. This is a historic day for Europe. It is a great moment for the unity of Europe and the defence of its fundamental values. Our diplomatic efforts have been successful, our efficiency has been confirmed today. " – pointed out Prime Minister Mateusz Morawiecki after the leaders' meeting.
The European Council discussed the current situation in Ukraine, including further economic, military, financial and humanitarian support. The leaders also addressed the international responsibility of Russia and Belarus for their aggression, as well as the compliance of all EU partners with EU sanctions. In view of the negative impact of the war on global food security, the leaders also discussed international efforts to mitigate the current crisis. Poland emphasised the need to maintain increasing sanctions pressure on Russia in response to its aggression, as well as technical, military and political-diplomatic support for Ukraine in the context of its status as a candidate for EU membership and future reconstruction of the country.
In addition, the leaders exchanged views on the EU's relations with its partners in Europe, including the initial proposal for the creation of a European Political Community to promote political dialogue and cooperation between EU Member States and third countries.
As part of the discussion on economic issues, the European Council endorsed the Country Specific Recommendations (so-called CSRs). Leaders also noted Croatia's fulfilment of all the convergence criteria set out in the Treaty and expressed support for the European Commission's proposal for Croatia to adopt the euro (1 January 2023).
In the context of cuts of gas supplies by Russia to further EU countries, energy security issues and the problem of inflation were also raised. Poland stressed the need to revise the EU's energy policy, including expanding the use of nuclear power and coal, increasing domestic supply and accelerating infrastructure construction.
Ahead of the European Council, a meeting between EU leaders and representatives of the Western Balkan countries was held.
