New sanctions regime: The European Union responds to Russia's hybrid campaigns

On 8 October, the Council, with a strong support from Poland, decided to establish a new sanctions regime against those involved in and supporting Russia's destabilising actions worldwide.

These restrictive measures cover actions that undermine or threaten democracy and the rule of law, stability or security in the union or in one or several of its member states, in an international organization, or in a third country, including:

  • Obstructing democratic political processes such as elections;
  • Planning or supporting acts of violence or the use of coordinated information manipulation and interference
  • Acts of sabotage malicious cyber activities or targeting critical infrastructure. 
  • Instrumentalization of migrants.

The new regime expands the existing sanctions regime and will have a real impact on the perpetrators and their supporters. The EU will be able to impose asset freezes and visa bans on people or entities meet the above mentioned criteria.

Poland also welcomes the statement by the EU High Representative for Foreign Affairs and Security Policy issued on behalf of the European Union strongly condemning Russia’s intensifying campaign of hybrid activities against the EU, its Member States and partners. Russia uses a broad range of activities, including cyber-attacks, information manipulation and interference campaigns, cases of vandalism, sabotage, instrumentalization of migration, but also physical attacks against individuals in the EU. The aim of these actions is to sow divisions in our societies in an attempt to weaken Western democracies and undermine our support for Ukraine.

 

The EU will continue to implement its Hybrid Toolbox that brings together existing and possible new instruments to detect and respond to a broad range of hybrid threats.

The EU remains united while facing Russian activities and will use all the tools at its disposal to ensure that Russia's hybrid campaigns do not go unanswered.
