31.05.2022
During a special meeting of the European Council, Heads of State and Government discussed Russian aggression against Ukraine, energy issues, defence and food security. The leaders also held a video-conference with Ukrainian President Volodymyr Zelenski.
"The whole European Union is going to move away from Russian oil; this is an economic revolution, this means that Russia will permanently start to lose its revenues in the near future and this is a very important part of our whole debate," Prime Minister Mateusz Morawiecki stressed, following the EU summit.
In view of Russia's ongoing aggression against Ukraine, Poland outlined the need to increase sanctions pressure on Russia - including the adoption of the 6th sanctions package and the start of work on the next one. The leaders also discussed the possibilities of increasing aid to Ukraine in the form of humanitarian, financial, political and military support. Attention was also drawn to the needs of the so-called 'frontline' member states, which should have access to EU financial support to continue to effectively assist refugees from Ukraine. The European Council also referred to the cooperation of the EU and Member States with the Ukrainian authorities and the International Criminal Court on the investigation, which concerns Russian crimes in Ukraine. Leaders also discussed reducing the EU's dependence on Russia for fossil fuels, referring to the REPowerEU plan presented by the EC. In addition, the European Council discussed the issue of payment in roubles for gas supplies.
Leaders held an in-depth discussion on the possibility of assistance for Ukrainian agricultural exports, including international coordination and how to ensure a comprehensive global approach. In a debate on defence and security, the European Council identified ways to strengthen the EU's resilience and capabilities through investment.
