Special European Council
21.07.2020
A special summit of the European Council lasted over 90 hours. Heads of state and government eventually reached an agreement on the long-term budget of the European Union and on the the recovery plan from the crisis caused by the COVID-19 pandemic. Poland in the negotiations is represented by Prime Minister Mateusz Morawiecki.
"The final agreement of the European Council gives Poland over EUR 124 billion in direct subsidies, and together with the privileged loans, it amounts to EUR 160 billion in current prices for our country" - said the head of the Polish government.
The conclusions agreed by the EU27 leaders leads to the establishment of a reconstruction fund worth EUR 750 billion. 390 billion euro of this amount will be allocated for grants and 360 billion euro for loans. The value of the entire EU budget for the next seven years will amount to EUR 1 trillion 74 billion.
Prime Minister Mateusz Morawiecki also informed media at a press conference organized at the Permanent Representation of the Poland to the EU that in the agreement on the EU budget and the recovery instrument there is no direct conditionality between the so-called rule of law and the funds.
