Video conference of the members of the European Council

Prime Minister Mateusz Morawiecki took part in the fourth EU leaders meeting, which was devoted to progress on the various dimensions of the European response to the COVID-19 outbreak.

The main topic of discussion was the Joint Roadmap for Recovery, which defines four key areas for action: single market, massive investment efforts, EU global action and better governance. 

Prime Minister Mateusz Morawiecki pointed out that it is necessary to mobilize loan money from the market based on the principles indicated by the European Commission in the recovery plan, but also streesed that new money in the EU budget and the MFF will have to be allocated for non-repayable assistance. Agreement was reached to work towards establishing a recovery fund. Leaders tasked the Commission to analyse the exact needs and to urgently come up with a proposal.

Referring to the Eurogroup meeting in inclusive format, which took place on 9 April, the heads of state and government endorsed the agreement of the Eurogroup on three safety nets for workers, businesses and sovereigns, amounting to a package worth 540 billion euro. They called for the package to be operational by 1 June 2020.

In addition, the heads of state and government discussed the issue of illegal drilling carried out by Turkey in the exclusive economic zone of Cyprus. EU leaders expressed their full solidarity with Cyprus and recalled and reaffirmed their previous conclusions on this issue. The President of the European Council Charles Michel gained EU leaders' support for his proposal to hold a video conference with the Western Balkans on 6 May 2020.
