Council for Free Legal Aid, Citizens Advice and Legal Education

The wide range of legal problems faced by citizens and societal changes require the Minister of Justice to adapt the system of free legal aid, free civic counselling and legal education as best as possible to the needs of the beneficiaries of the system. Such a task was entrusted by the Minister of Justice to the Council for Free Legal Aid, Citizens Advice and Legal Education by establishing this body by order of 20 October 2015. This Council is a consultative and advisory body of the Minister of Justice.

Its competencies include:

1) Analysing the performance of the tasks of free legal aid, free civic counselling and legal education;

2) Making proposals to improve the organisation of the provision of free legal assistance, free civic counselling and legal education;

3) Providing opinions on draft legal acts in the field of free legal aid, free civic counselling and legal education;

4) Expressing opinions on other matters in the field of free legal aid, free civic counselling and legal education.

The Council sits in sessions and has fifteen members. In addition to representatives of the Minister of Justice, its members include: a representative of the President of the Republic of Poland; representatives of non-governmental organisations working for the access of citizens to free legal aid, free civic counselling and legal education; representatives of the Supreme Bar Council and the National Council of Legal Advisers; representatives of the self-governmental side of the Joint Commission of the Government and Local Self-Government; and representatives of the Minister of the Family, Labour and Social Policy, the Minister of the Interior and Administration and the Minister of Finance.

In order to fulfil well the consultative and advisory role of the Minister of Justice, the members of the Council are persons with knowledge and competence, persons who are active in society.
