Diplomatic missions will only accept applications of those who legally reside in the jurisdiction of the mission. In case of Indian citizens the Embassy in New Delhi defines jurisdiction by the place of issue or the address given in the valid passport or aadhaar card and the Consulate in Mumbai by the place of issue or the address given in the valid passport.
