Łukasz Młynarkiewicz became PAA President

Prime Minister Mateusz Morawiecki, upon request of the Minister of Climate Michał Kurtyka, has appointed Dr Łukasz Młynarkiewicz as the President of the National Atomic Energy Agency (PAA) with effect from 11 May 2020. Before the appointment Dr Młynarkiewicz had been serving as acting PAA President.

Dr Młynarkiewicz has been appointed as the result of a public call for candidates. According to the provisions of the Atomic Law act that entered into force in September 2019, PAA President is appointed for five-year term and can be reappointed only once.

Dr Młynarkiewicz is an attorney-at-law and a graduate of International School of Nuclear Law – an international programme established by the OECD Nuclear Energy Agency and University of Montpellier. He holds the doctoral degree in legal sciences with the thesis on institution of decision-in-principle in the process of preparation and implementation of investments in nuclear energy facilities.

Before Dr Łukasz Młynarkiewicz was appointed as the acting PAA President on 11 September 2019, he had held the position of Director of Department for Environmental Impact Assessment in General Directorate for Environmental Protection. He was responsible for coordination of review environmental proceedings for key infrastructure projects in Poland, a well as proceedings in transboundary environmental impact in case of draft strategies, plans or proposed infrastructure projects.

Dr Młynarkiewicz holds experience in negotiating on and implementation of multilateral agreements and commitments resulting from Espoo and Aarhus Conventions. He is an author of numerous scientific papers on, among others on nuclear energy law, administrative law and administrative proceedings.
