Ensuring access to medical care in flooded areas

Minister of Health Izabela Leszczyna attended today’s crisis response meeting in Wrocław. She outlined the current situation regarding access to medical care for patients in flooded areas. Deputy Minister Cezary Tomczyk presented a report on the functioning of the Nysa Field Hospital. Plenipotentiaries for crisis management have been appointed in Głuchołazy and Lewin Brzeski.
Full access to medical services
Patients from flood-affected areas can seek medical advice from any general practitioner. Disinfectants are available free of charge thanks to sanitary-epidemiological stations.
“The resolution of the President of the National Health Fund that general practitioners should see not only their patients, but everybody else, and that these visits will be reimbursed is now in force,”
the Minister of Health noted during the meeting in Wrocław.
The Ministry of Health has set up a 24-hour helpline for information on medical facilities.
Consultants provide up-to-date information on places, where patients can receive care, as well as hospitals, open pharmacies and filling prescriptions,”
Izabela Leszczyna noted.
Psychological support is also available thanks to two dedicated helplines. Children and young people can get support by calling 116 111, while 116 123 helpline is available to adults.
“There will be a mobile psychological clinic. As of now, according to our information people want to clean up the areas first, and focus on rebuilding their homes. I think when the adrenaline wears off, they will likely require psychological support,”
the Minister of Health pointed out.
She also presented the report of the Chief Sanitary Inspector in the context of the epidemiological threat, reminding that flooded food is not fit for consumption
89 waterworks were flooded - 55 in Lower Silesia, but the water is drinkable after boiling in 36 cases. We deliver water to the remaining 19 areas. In Opole Voivodeship, 31 waterworks are flooded, in 19 cases the water is potable after boiling. There are 3 such cases in Silesia, in one case water can be consumed after boiling,”
said Izabela Leszczyna.
Patients who require dialysis can take advantage of medical transport. In the case of flooded health resorts, stays are rescheduled.
Military support
In Nysa, the district hospital was flooded up to the first floor. 101 patients were evacuated. The army has set up a field hospital, which will also provide paediatric care starting today.
I spoke to General Sokołowski, who sent 100 soldiers to the hospital in Nysa - they will arrive there in the next 6 hours to get the hospital up and running as quickly as possible,”
Deputy Defence Minister Cezary Tomczyk noted.
Ten mobile medical outpatient clinics will be set up in the smallest villages affected by the floods. The army has also set up a clinic open 24 hours a day.
Effective crisis management
Two plenipotentiaries of the Ministry of the Interior and Administration have been appointed to coordinate the relief efforts - Senior Brigadier Arkadiusz Kuśmierski in Głuchołazy and Brigadier Dariusz Kulawinek in Lewin Brzeski.
“We believe that there is need for even better coordination, as General Kamieniecki is doing in Lądek-Zdrój and in Stronie Śląskie. We are ready to provide all the required support,”
said Tomasz Siemioniak, Minister of the Interior and Administration.
“They are there to help. Crisis management in extreme situations, such as the current situation in Lewin Brzeski and in Głuchołazy, requires such support,”
the Prime Minister stated.
The idea is to ensure proper crisis management and smooth recovery. The minister announced another amendment to the resolution concerning the state of natural disaster.
Support for farmers
The Prime Minister said that the Ministry of Agriculture and Rural Development was working on solutions to help farmers affected by the floods.
“I want to reassure all the concerned farmers who have suffered very serious losses - especially those with smaller farms. We are working on a support package for you,”
said Donald Tusk in Wrocław.
The Prime Minister urged the authorities and local government officials to stay focused and mobilised.
