EU Unity on Ukraine

01.02.2024

The head of government, Donald Tusk, attended an extraordinary meeting of the European Council held in Brussels. During an additional gathering of European leaders, a unanimous decision was reached to revise the multiannual financial framework (MFF) for 2021–2027. All Member States of the European Union voted in favour of providing four years of support for Ukraine.

EUR 50 billion of support

For Poland, a pivotal aspect of the multiannual financial framework revision was to ensure sustained and predictable assistance to our eastern neighbour.

Our multi-year programme, notably, avoids any 'Viktor Orban veto'-like conditions. Prime Minister Donald Tusk declared today that all financial aid for Ukraine, amounting to EUR 50 billion over four years, was unanimously approved without question. Tusk remarked, ‘Four years is more than an era. Find me someone in the world who can predict what will unfold in a year, let alone four. This settlement is undeniably strategic, not merely tactical.

All European Union Member States unanimously endorsed the revised EUR 50 billion MFF Instrument for Ukraine (2024–2027).

Significantly, EU unity has been maintained, with all 27 countries aligning on this crucial issue. The situation surrounding Ukraine's conflict with Russia lacks clarity – the head of the Polish government stressed.

Change in Hungary's position

The collective pressure and unequivocal stance of nearly all 26 EU countries during negotiations with Prime Minister Orban have undoubtedly delivered an outcome – Prime Minister Donald Tusk asserted.

As recently as December 2023, Hungary exhibited reluctance to provide unequivocal support for aid to Ukraine. The persistent pressure and firm position of the 26 European Union countries during their talks with Prime Minister Viktor Orban have now yielded positive outcomes. The entire community is aligned in its commitment to support Ukraine in its struggle against the aggressor – Russia.

We have aid for Ukraine spanning 4 years. This settlement is strategic. The era of ambiguity and peculiar 'games' is behind us. Today, once again, we have Europe with high standards, ready to act and make decisions – the head of the Polish government emphasised.
