Joint Statement of the Prime Ministers of the Republic of Poland and Romania on the occasion of the 3rd intergovernmental consultations between the government of the Republic of Poland and the government of Romania

We, the Prime Minister of the Republic of Poland and the Prime Minister of Romania chaired today in Warsaw the third Intergovernmental Consultations between our governments.

Poland and Romania are strategic partners and allies, bound by historical ties of friendship as well as by their active membership in the European Union and the North Atlantic Treaty Organisation.

On this very day 101 years ago our countries signed in Bucharest the Convention on Defensive Alliance, marking more than a century of the Polish-Romanian military alliance.

Today, once again, the spectre of war is haunting Europe. The crisis caused by Russia is the most serious threat for the Euro-Atlantic area for decades. It is a game-changer affecting the security environment in Europe. In these moments, European unity and transatlantic coordination are key for preserving European and Euro-Atlantic security. We condemn in strongest possible terms the brutal, illegal and unprovoked Russian invasion of Ukraine, enabled by Belarus.

This is an assault not only on Ukraine, but also on global peace and the international, rules based order.

The regime in Minsk is complicit in Russian crimes.

We call on Russia to immediately and unconditionally cease its aggression and withdraw all its forces from Ukraine and on Belarus to immediately cease its role in aiding and abetting the Russian invasion.

Both Russia and Belarus must be held to account for their illegal and brutal actions.

We will work together in mitigating the consequences of this aggression for other states in the Eastern Neighbourhood.

The international community, including the European Union, has already introduced massive and unprecedented sanctions on Russia and Belarus. Poland and Romania will continue to coordinate closely with their allies and partners in the view of introducing further measures in this respect.

We express our full and unwavering support for the independence, sovereignty and territorial integrity of Ukraine in its internationally recognised borders. Poland and Romania are ready to continue mobilising and providing to Ukraine, together with their NATO allies and EU partners, the political and practical support and assistance needed to defend itself and its people against Russia’s full-scale invasion, including through efforts aimed at strengthening Ukrainian military capabilities. We call on the entire international community to join forces and help to end the outrageous Russian invasion of Ukraine.

We commend the adoption on 28 February by the Council of the European Union of decisions establishing €500 million assistance measures under the European Peace Facility in support of Ukraine that will contribute to strengthening the capabilities and resilience of the Ukrainian Armed Forces.

We call for a clear and unequivocal recognition of the European perspective for Ukraine, as well as for the Republic of Moldova and Georgia. We continue to support Bucharest Summit decisions regarding Ukraine’s and Georgia’s NATO aspirations.

This is a defining moment for the international community which must stand united and determined to end the Russian aggression. 

At the same time, we strongly support the sovereignty and territorial integrity of the Republic of Moldova within its internationally recognized borders. We reiterate the commitment to a political settlement of the situation in the Transnistrian region of the Republic of Moldova in full respect of the sovereignty and territorial integrity of the Republic of Moldova and without affecting its pro-European future.

We highly commend the determination and consistency of the efforts undertaken by the entire political establishment in Chișinău - President, Parliament as well as Government - to decisively, comprehensively and swiftly advance the European agenda of the Republic of Moldova.

In view of the regional developments, we also call for substantial EU measures aimed at bolstering the energy security of the Republic of Moldova through a swift implementation of the gas and electricity interconnections with the European Union through Romania.

We fully support the principle of peaceful settlement of the conflict in Georgia –  instigated and fueled by Russia – based on international law, with respect for Georgia’s territorial integrity and sovereignty, within its internationally recognized borders. We strongly regret that the Russian military presence in Georgia continues together with its intense military exercises and “borderisation”, which aggravate the security and humanitarian situation on the ground, as well as the illegal acts aimed at integrating the Georgian region of Abkhazia and South Ossetia into Russia’s regulatory and security space. All these steps are in violation of Georgia’s sovereignty and territorial integrity, and run contrary to the principles of international law. We stress that Geneva International Discussions/GID is the only format addressing the entire range of challenges stemming from the conflict in Georgia (security and humanitarian aspects).

We express our continued support for Georgia in pursuing its Euro-Atlantic aspirations.

In the spirit of the strategic partnership binding our countries, we have decided together to further strengthen the cooperation between the Polish and Romanian governments through deepening:

  • our close cooperation in the field of security and defence, bilaterally and regionally (the Bucharest 9 and Poland-Romania-Turkey trilateral format), within NATO, the EU and through fostering NATO-EU cooperation in the context of the changed security situation in Europe;
  • coordination in relation to the area of freedom, security and justice, especially in relation to the assistance provided to Ukrainian refugees, border issues, fighting organised crime, terrorism and other serious crimes, Emergency Situations’ Management and Civil Protection as well as Justice;
  • cooperation in the area of strategic state reserves and providing resources  and funds for crisis situations;
  • cooperation in the field of energy and sustainable development, with particular focus on the European dimension as well as on ensuring our energy security;
  • coordination in relation to the implementation of the post-2020 Eastern Partnership objectives, as agreed at the 15 December 2021 EaP Summit, including with respect to the deepening of the sectoral cooperation between these Partners and the EU and to the enhancement of the security dimension of the EaP;
  • our political partnership in its bilateral, regional (especially in the context of the Three Seas Initiative, with such priority projects as Via Carpathia and Rail-2-Sea) and European dimensions, including in relation to the EU’s neighbourhood;
  • cooperation in the field of economy, agriculture, regional development, infrastructure, commerce and investment, industry, support for SMEs, finance, support for families, labour, social protection and social inclusion;
  • cooperation in the fields of education, research and innovation, culture, youth, sport, tourism and statistics.

In this spirit, we witnessed today the signing of the following bilateral documents:

  • Action Plan for the years 2022-2026 of the Polish-Romanian Strategic Partnership;
  • Agreement between the Government of the Republic of Poland and the Government of Romania concerning cooperation in defence industries;
  • Memorandum of Understanding on strengthening the cooperation in the area of strategic state reserves and providing resources for crisis situations;
  • Memorandum of Understanding between the Ministry of Foreign Affairs of the Republic of Poland and the Ministry of Foreign Affairs of Romania on diplomatic and academic cooperation.
