Military Counterintelligence Service allegations against former ambassador to NATO

Prime Minister Donald Tusk announced that before 2023, the Military Counterintelligence Service had accused Tomasz Szatkowski, the then ambassador to NATO, of improper handling of classified documents, contacts with foreign intelligence services and bribery. In addition, the Counterintelligence Service concealed this information from the Internal Security Agency. President Andrzej Duda was allegedly aware of these events.
Allegations against Tomasz Szatkowski
As the Prime Minister noted, in early May 2024, he and President Andrzej Duda received a memo summarising the allegations against Tomasz Szatkowski.
“I say this because this issue has been making waves, and unfortunately there have been some lies about this matter, some shared by the highest official of the Polish state,”
declared the Prime Minister in the Sejm.
He stated that he had waited until after the NATO summit in Washington to make this announcement.
“We wanted to be as discreet as possible regarding this matter in order not to compromise the Polish affairs and interests - especially during the NATO summit,”
stated the Prime Minister.
The allegations concerning Tomasz Szatkowski were voiced by the Military Counterintelligence Service in 2019 and then raised again in 2022, as the decisions concerning his future as the ambassador were made. This also concerned renewing Tomasz Szatkowski's access to classified information.
“The allegations against Mr. Szatkowski were raised by the Military Counterintelligence Service when Law and Justice was in power, and the institution was led by their nominees,”
the Prime Minister noted.
The MCS accused Tomasz Szatkowski of mishandling classified documents, maintaining contacts with foreign intelligence services, bribery, as well as relying on suggestions of foreign companies when drafting important state documents that directly concerned state security.
“This matter concerns the most grave of accusations. We are talking about somebody who not only had access to strategic documents, but also used it in a way that influenced procurement decisions on an enormous scale,”
Donald Tusk pointed out.
Withholding information from the Internal Security Agency
“When the Internal Security Agency was supposed to give its opinion on Tomasz Szatkowski's candidacy, the Military Counterintelligence Service withheld the information concerning these accusations.
What is more, the same Service refused to launch an investigation and issued its approval concerning Mr Szatkowski's ability to access classified documents, including to the Internal Security Agency,”
the Prime Minister noted.
Irregularities at the Government Agency for Strategic Reserves
What is more, the Prime Minister asked for clarification on another matter concerning state security, namely the diversion of gigantic sums of money from the Government Agency for Strategic Reserves.
The investigation into the abuse of power and dereliction of duties by the staff of the Government Agency for Strategic Reserves is being supervised by the National Prosecutor's Office in Katowice. The investigation was launched on 1 December 2023 on the basis of evidence collected by the Central Anti-Corruption Bureau, following the request of the General Auditor of Financial Information.
“We are seeing the same pattens everywhere. There is always greed. And this is always about large sums of money. And it is always about people associated with Kaczyński, Morawiecki, Duda and others. All associated and linked with the leaders of the ruling party,”
Donald Tusk noted.
The investigation concerns alleged irregularities regarding the organisation and procurement of goods by the Government Agency for Strategic Reserves and acting to the detriment of the public interest (from 23 February 2021 to 27 November 2023) in order to obtain material benefits.
