Prime Minister: at PLN 290 billion, it is the largest road construction programme in Poland’s history

Efficient road infrastructure is a foundation for rapid development. New local and national roads not only result in better driving comfort and improved safety but also constitute an opportunity for new jobs and investment projects. As such, the government of Prime Minister Mateusz Morawiecki is not slowing down in its road construction efforts. During his visit to the Podlaskie Voivodeship, Mr Morawiecki announced the implementation of the National Road Construction Programme 2030 – another initiative of utmost importance to Poles. The funds earmarked under the NRCP will enable the completion of Poland’s entire motorway and expressway network. In total, the planned investment projects amount to nearly 8,000 km of modern roads across the entire country! During his visit, the Prime Minister also took part in the opening of a section of the S61 – Via Baltica expressway.

The Polish Deal comprises numerous projects aimed at transforming Poland. Among them are infrastructure programmes to improve communication. – Fragmented until recently, today Poland is becoming increasingly more integrated. After the partitions, communism and the Third Polish Republic era, today comes the time for each part of Poland to be well connected to the next, the Prime Minister stressed. – We tightened the public finance system and introduced great social programmes, he added. And now we present a great infrastructure programme that will make Poland one of the best-connected countries in Europe. This will allow us to attract investors, said Mr Morawiecki.

Prime Minister announces new programme

The Government Road Construction Fund and the Programme to build 100 ring roads are transforming Poland’s roadways. The National Road Construction Programme for the years 2014-2023 is also bringing excellent results. Thanks to the latter, Poland’s road map has grown by more than 40 per cent within the last 5 years alone. This is one of the arguments for its continuation – Prime Minister Mateusz Morawiecki announced the implementation of the National Road Construction Programme 2030.

–  This programme is worth almost PLN 300 billion and is primarily based on domestic funding. While we are grateful for EU funding, nearly 80 per cent of the expenditure under the programme has been provided by Poland’s public finance system, Prime Minister Morawiecki emphasized.

What will change as the NRCP continues?

The primary goal of the government is to finish the construction of Poland’s entire motorway and expressway system, i.e. the missing sections of S10, S11, S12, S16 and S74 routes, as well as constructing the S52 Beskidy Integration Road and the border section of the A2 motorway. This will result in all Polish regions being connected by a road network enabling fast transit.

–  The roads we build reach not only large cities but also medium ones. The Third Polish Republic forgot about the latter. Today, we show that attracting investors will be a reality, and the creation of new jobs will come along with it. Poland is a single whole, said Prime Minister.

National Road Construction Programme for the years 2014-2023 – safer and more comfortable travel around Poland

In the last 5 years, Poland’s road map has grown by more than 40 per cent. This makes it possible to travel around the country in a much safer and more convenient manner. Drivers may now travel – continuously or nearly continuously – using the following roadways:

  • S51,
  • S3 from Szczecin through Zielona Góra to Legnica,
  • S5 from Wrocław through Poznań to Bydgoszcz,
  • S6 from Szczecin to Koszalin,
  • S8 from Wrocław through Warsaw to Białystok,
  • S17 from Warsaw to Lublin.

Importantly, the implementation of the investment projects covered by the programme will make it possible to construct 90 per cent of the total planned motorway length (including the A50) and 55 per cent of expressway length by the end of 2023.

The currently undertaken activities will lead to the completion of the following:

  • the entire A1 motorway,
  • the A2 motorway section leading to Biała Podlaska,
  • A18 motorway reconstruction,
  • S1 expressway,
  • S2 expressway – Southern Warsaw Ring Road
  • S3 expressway – from Świnoujście to the state border,
  • S5 expressway – from Wrocław to Nowe Marzy,
  • S6 expressway – from Szczecin to the Tri-City,
  • S7 expressway – from the Tri-City to Rabka (without the northern exit from Warsaw to Czosnów),
  • the Koszalin – Bobolice S11 expressway section; Western Łódź Ring Road along the S14,
  • the Piaski – Dorohusk S12 expressway section,
  • the entirety of the S17, S19 and S61 expressways.

The National Road Construction Programme for the years 2014-2023 also assumes the construction of 43 ring roads, which are to be incorporated into national roads. Twenty of these ring roads have already been completed, including:

  • S10 – Wałcz ring road,
  • S11 – Szczecinek ring road,
  • S11 – Jarocin ring road,
  • S11 – Ostrów Wielkopolski ring road,
  • Natl. Rd. No. 15/25 – Inowrocław ring road,
  • Natl. Rd. No. 16 – Olsztyn ring road,
  • Natl. Rd. No. 28 – Sanok ring road,
  • Natl. Rd. No. 50 – Góra Kalwaria ring road,
  • Natl. Rd. No. 77 – Stalowa Wola and Nisko ring road

Additionally, the following ring roads are scheduled to be completed this year: S11 – Kępno ring road, S17 – Tomaszów Lubelski ring road, Natl. Rd. No. 94 – Łańcut ring road, Natl. Rd. No. 46 – Niemodlin ring road.

The Government Road Construction Fund and the Programme to build 100 ring roads – roadway investment projects to help the citizens

The construction and renovation of local roads, ring roads and bridges, as well as increasing pedestrian safety, are the primary objectives of the Government Road Construction Fund. It is a key element in improving the condition of Poland’s county and commune roadways. The implemented investment projects bring real benefits to everyone by making it faster to commute to and from work, as well as making travelling to school safer for children. The program assumes co-financing for thousands of road projects across Poland.

The Programme to build 100 ring roads is also crucial for improving the national road infrastructure.  As part of it, 100 ring roads amounting to a total of 820 km in length will be constructed throughout Poland. The government plans to earmark about PLN 28 billion for the Programme.

S61 – a new section of nearly 35 km made available to drivers in the Podlaskie Voivodeship

The announcement of the new road programme is not the only good news. Prime Minister Mateusz Morawiecki took part in the opening ceremony of a nearly 35 km section of the S61 road, stretching from the Kolno junction through the second carriageway of the Stawiska ring road and along another new section, all the way to the Szczuczyn ring road. This is yet another fragment of the Via Baltica international transport corridor put into use in 2021, following the Śniadowo – Łomża Południe section that had been opened for traffic earlier this year.

– We want Poland to have the best possible conditions for attracting tourists and entrepreneurs, including foreign ones. To make Poland grow in strength and create a single whole from its separated pieces. This is why we need roads such as this one, Mr Morawiecki noted.

Together with the second carriageway of the Szczuczyn ring road put into use last year, the part opened for traffic comprise a 44 km long expressway section.
