Prime Minister in Łochów: the way our investments are changing Poland is most visible in its counties and municipalities

Cooperation between central government and local government is very important. This kind of cooperation enables new investments to be made throughout Poland, close to its residents. This is possible thanks to government programmes such as the Government’s Strategic Investment Program. In addition, this year, local authorities throughout the country will receive PLN 13.7 billion for various types of projects. Prime Minister Mateusz Morawiecki has visited Łochów, where residents can use the road viaduct over the Rail Baltica route. This investment has improved communications and also significantly increased the safety of drivers and pedestrians.
”It is worth emphasising how important cooperation between central government and local government is. This very good cooperation leads to investments that improve economic prospects in many places and increase the ability of local authorities to attract entrepreneurs. Attracting entrepreneurs means creating additional jobs”, said Prime Minister Mateusz Morawiecki.
Safe bi-level intersection in Łochów
The main purpose of the new road viaduct over the Rail Baltica route in Łochów is to increase the level of rail and road traffic safety. The investment comes from PKP PLK S.A.
„We are in Łochów, in Węgrów county, a place where both two national roads 62 and 50 crossed, but also this intersection was a collision intersection with railway tracks” said Prime Minister Morawiecki.
The Head of the Government added: "We have made an excellent investment in cooperation with many entities here. An investment that will make local residents’ life more convenient, improve the environment and, above all, increase safety levels."
The viaduct, including access roads, is about 500 m long. There is a roadway on it, as well as a pedestrian and bicycle route.
Cooperation between central government and the local government
Cooperation between the Government and local authorities is very important. This kind of cooperation enables new investments to be made throughout Poland, close to its residents.
One of the programs used by local authorities is the Government’s Polish Governance Fund (Strategic Investment Program). As part of this, non-returnable subsidies go to local authorities throughout Poland. Thanks to Government funds, it is possible to implement many projects close to residents – for example the renovation of a school and the construction of a kindergarten or a new road.

In addition, this year, local authorities will receive PLN 13.7 billion. The funds will help cover the expenses of local authorities involved in lowering heating prices for residents and improving energy efficiency in the region. Local authorities will also be able to use the funds to cover current expenditure and local investments.
The Government guarantees each local authority a minimum subsidy of:
- PLN 2.9 million for each municipality;
- PLN 6.1 million for each county;
- PLN 32.7 million for each voivodship.
An ambitious budget for 2023
We are consulting with the Polish people regarding the suitability of the draft budget law for 2023, adopted by the Council of Ministers. The government has consistently increased revenues by effectively filling gaps in public finances, taking measures such as closing the VAT gap. This enables us to implement many programs addressed to the needs of the Polish people.
In the 2023 budget, the necessary funds have been secured for the continuation of the existing priority actions, as well as for the implementation of new ones including:
- social programmes,
- valorisation of pensions and the 13th pension,
- defence measures
- health care
- road construction and repairs.
Russian aggression against Ukraine, rising raw materials prices as well as the COVID-19 pandemic are having a negative impact on the state of the economy in many countries around the world. In this difficult time, the Government is supporting the Polish people by cutting taxes or the implementing its Anti-Inflation Shield. Despite this worldwide crisis, the Polish economy is in a stable condition. We anticipate that, in 2023, U.S. state budget revenues will amount to approx. PLN 604.4 billion, an increase of almost 110% compared to 2015.
