Prime Minister Mateusz Morawiecki: Family is the most vital foundation of society

The government wants to make it possible for young families to obtain apartment loans without the need for their own contribution. Part of the Polish Deal programme, this solution is meant to help citizens with sufficient creditworthiness but without the required savings for such contribution. Such funding – up to PLN 100,000 – will be provided by Poland’s State Treasury. The state will also make a one-off repayment of a portion of the loan once the family has a child. This will make it possible to resolve the most crucial problem facing both large families and young couples – having one’s own apartment. Prime Minister Mateusz Morawiecki discussed the government's proposal with representatives of the Family Council and the Large Family Association, among others.

“Family is the most vital and valuable foundation of the entire society. It is there that we develop our abilities and learn what it means to help others”, said Prime Minister Morawiecki.

Apartments with no own contribution

The government is working on a bill aimed at enabling young families to obtain apartment loans without the need for their own contribution. The project combines the goals of the government’s family and housing policy.

“This is meant to compensate for Poland’s age-old deficit – the lack of housing”, Mr Morawiecki explained.  “This was, and still is, the dream of many Polish families, including ones that emigrated overseas or across the English Channel in search for a better life”, he added.

According to the Prime Minister, a comprehensive bill on the guarantee of own contribution for married couples aged up to 40 will be created within just a few weeks. The project also assumes providing support to families that wish to expand their apartments. Yet another solution proposed is a one-off repayment by the state of a portion of the loan once the family has a child.

Family Care Capital

Apartments with no own contribution is another pro-family solution included in the Polish Deal programme. Additionally, the programme assumes providing support for families as part of the Family Care Capital, with parents eligible to receive PLN 12,000 for their second and each subsequent child aged between 12 and 36 months. 

The solution being developed by the government constitutes an additional support instrument to help combine parenthood with professional work. The Family Care Capital will also make it possible to reduce poverty among families with children and boost social human capital.

Family Council

The Council is a consultative and advisory body of the Minister of Family, Labour and Social Policy. Its tasks include initiating and supporting activities to promote a pro-family culture, as well as promoting the traditional family. It is also about developing lines of action to improve Poland’s demographic situation. The Council also supports the Government Plenipotentiary for Demographic Policy, Barbara Socha, in preparing the demographic strategy.

The “Three Plus” Large Family Association

The Association strives to defend the social and economic interests of large families. It also promotes a positive image of the family as a natural environment for human development. Moreover, it undertakes actions aimed at recognising the legitimate interests of the family in both Polish and EU legislation.
