Prime Minister Mateusz Morawiecki: mObywatel means digitisation in the service of everyday life

Poles eagerly use electronic services. The mObywatel (mCitizen) mobile application has already been downloaded by 9.5 million citizens. To meet society’s expectations, we will be expanding the range of services available via the app, allowing Poles to handle a wide range of affairs without leaving home, as well as to pay online for public services. As such, electronic documents in the mObywatel app will soon be deemed as valid as traditional, physical documents. Other popular digital services used by Polish citizens include the profil zaufany (Trusted Profile), Internetowe Konto Pacjenta (Internet Patient Account) and eRecepty (ePrescriptions).

eGovernment services

Today’s world is developing rapidly and is becoming dominated by electronic services. Things like shopping, paying bills, opening bank accounts or applying for documents can all be done online today.

With this in mind, we have introduced a range of solutions to make lives easier for Polish citizens, including eRecepty (ePrescriptions), eZwolnienia (eSickLeave) and mPrawoJazdy (mDrivingLicence).

  • In 2022, more than 1.4 billion e-prescriptions were issued. This is as if every citizen received 37 prescriptions last year.
  • Poles also eagerly use the Trusted Profile service.
  • Nearly 16 million Trusted Profiles have been set up to date. The Internet Patient Account is highly popular as well, with more than 16.5 million users.

Since Poles are keen to use these solutions, we know that electronic services are essential. As such, we have adopted a bill to expand the functionalities of the mObywatel app.

"We are building a modern state. We are the first government in Poland to overcome the inability to use these state-of-the-art technologies, the latest digital solutions, in state administration. We have widely opened the gates for all citizens to access electronic services, online services", said Prime Minister Mateusz Morawiecki.

mObywatel — new features

Electronic versions of any documents held by citizens, be it personal IDs, student IDs or Social Insurance Institution pensioner IDs, will be considered just as valid as traditional documents. Thanks to this, citizens will no longer need to have these documents with them — a mobile phone will suffice. The app will also enable online payments for public services.

"We are now working on a solution that will allow us to take another step on the road to a modern state that is friendly and close to people. The new regulations will enable application users to use electronic documents in the same way as traditional documents", the Prime Minister explained.

The new services to be made available via the mObywatel app include:

  • digital assistant for contact with government offices;
  • online payments for public services;
  • a digital ID recognised on par with a traditional one.

Benefits of the mObywatel application

Today, eGovernment services already allow citizens to handle a wide range of official matters via mobile apps, making lives easier and saving lots of time.

"What does it mean in practice to provide citizens with so many new functionalities, documents and opportunities to handle official business online? Indeed, this is how we are implementing our call for liberty, our call for freedom of choice and liberty. Let everyone handle their affairs as they wish and let them have as much free time as possible for their personal affairs", said Prime Minister Mateusz Morawiecki.

The mObywatel app already enables citizens to do such things as:

  • securely download and produce their data upon request;
  • purchase medicine based on e-prescriptions;
  • hold proof of any COVID-19 vaccinations received;
  • confirm that they have a driver’s licence;
  • check how many penalty points they have reached;
  • use school or student mLegitymacja (mID);
  • report environmental violations;
  • use the Social Insurance Institution pensioner mID;
  • use the Lawyers’ mID;
  • use the MP's mID;
  • submit applications in selected cases.
