Prime Minister Mateusz Morawiecki has opened the second Three Seas Local Government Congress in Lublin.

International cooperation of state and local administration

The second edition of the Local Government Economic Congress has gathered several members of the Three Seas Initiative and representatives of strategic partners from the European Union, the United States, as well as Central and Eastern Europe. The event connects officials of state and local administration from the scientific and business sectors.

"Through the cooperation of regions, voivodeships and districts, we learn the most about the benefits of the Three Seas Initiative, but also recognise what would happen if we had not pursued this idea. I would like to thank all of you who have been developing the Three Seas concept in this region of Eastern Poland," thanked Prime Minister Mateusz Morawiecki.

This year, the event is accompanied by the Business Forum, which allows creating lasting economic relations between the participants. Seminars, bilateral meetings and study visits organised during the Forum enable the exchange of experience and inspiration in the field of economy.

Face of the conflict in Ukraine and its future reconstruction

One of the most important topics discussed at this year's Congress was the cooperation between regions involved in the Three Seas Initiative in the face of the armed conflict in Ukraine. The war behind our eastern border caused an increase in energy resource prices. The issue of energy security was also raised by the participants. Additionally, the Prime Minister emphasised that Poland would take part in the reconstruction of Ukraine.

"The Lublin and Subcarpathian regions will form an economic hub – a hub of the reconstruction of entire Ukraine. They will naturally create much better prospects for rebuilding, for the reconstruction of the whole Ukraine," announced Prime Minister Morawiecki.

Exchange of experience and deepening of cooperation between the states

Numerous seminars and debates allow the member states of the Three Seas Initiative to exchange experience in the area of university cooperation and international security. Joint activities strengthen the economy. One of such examples is the road link – Via Carpathia.

"We are very grateful for this concept. For the fact that local authorities will discuss the practical, pragmatic dimension of the Three Seas Initiative. How to develop border crossings. How to expand the road, railway, energy and IT infrastructure. How to jointly defend ourselves against Russian propaganda. How to start working on the future reconstruction of Ukraine and through this, also on the economic strengthening in this part of Europe," stressed the head of the Polish government.

Award for the development of the economy of the Tree Seas area

The President of the Council of Ministers received an award for the "International Success in the Three Seas Initiative Regions" from the Marshall of the Lublin Voivodeship. It is granted for the contribution to the development of the economy of regions participating in the Initiative. The winner is recognised for respecting the principles of corporate responsibility and promoting a positive image of the Three Seas area.

"This award primarily belongs to all Poles who have risen to the challenge. It is an understatement, but today, Poland is on the lips of the whole world. Just as it was 40 years ago,  in the times of Solidarity," thanked Prime Minister Mateusz Morawiecki. "This award will be a symbolic one for all the Poles who have so incredibly contributed and continue to contribute to help Ukrainian refugees and provide aid to Ukraine," he added.
