Prime Minister: Today, the state budget supports numerous projects crucial to both citizens and economic development

“Today, we no longer have to sell off Poland’s national property. Today, we assist such companies as PESA using the Polish Development Fund and help Polish employees via the Financial Shields programmes. That is our economic and industrial policy”, said Prime Minister Mateusz Morawiecki during his visit to the PESA company in the Kujawsko-Pomorskie Voivodeship, which recorded the highest revenues in 5 years in June 2020. PM Morawiecki’s visit to Dolnośląskie was also an excellent opportunity to inspect the construction site of the Kobylniki bridge, which will be part of the Kruszwica ring road. The ring road will make it possible to divert transit traffic away from the town of Kruszwica. These beneficial changes are bound to increase the region’s investment potential. The head of the Polish government also met with local government officials in Kruszyn (Bydgoszcz County) and visited the Brześć Cultural Centre in Brześć Kujawski (Włocławek County).

Government helps and saves Polish businesses

Just a few years ago, PESA was on the brink of bankruptcy. The market’s invisible hand did not help PESA, the visible hand of the Polish state did. As the company faced difficulties, the Polish Development Fund became involved in helping and restructuring it. Today, PESA is a crown jewel of not only Bydgoszcz but also the entire Voivodeship. It is a diamond of the Polish industry, one that was never meant to exist”, Mr Morawiecki emphasized. 


PESA is a group of companies employing almost 4,000 people that operates in Bydgoszcz and Mińsk Mazowiecki. It is Poland’s largest producer of rail vehicles and manufactures nearly all types thereof, ranging from diesel and electric trains to locomotives to trams. Vehicles manufactured by PESA are used in a total of 12 countries – this includes Poland itself, where they are operated across the entire country. 
“We show that Polish engineers, technicians and technologists are doing great in the European market. We strive to help such companies as PESA and this is possible thanks to the consolidation of Poland’s public finances”, PM Morawiecki remarked.


PESA is implementing a restructuring programme. In June 2020, it recorded the highest revenues in 5 years, amounting to nearly PLN 300 million in one month. This would not be possible without state support. Assistance provided under the Polish Development Fund saved PESA from bankruptcy.


Road investment projects in Kujawsko-Pomorskie Voivodeship – Kobylniki bridge, roundabout; Kruszwica ring road construction

 
The construction of a bridge over the Noteć River in Kobylniki (Inowrocław District, Kujawsko-Pomorskie Voivodeship) will soon be completed. The investment project’s total cost exceeds PLN 10 million, with more than 80% of the funding required provided under the “Bridges for Regions” programme.

“We are on the eve of the opening of the bridge in Kobylniki near Kruszwica. The bridge will be part of a ring road – a critical investment project for the Kujawsko-Pomorskie Voivodeship. As part of the 100 ring road construction programme, we commenced works at several sites in the Kujawsko-Pomorskie Voivodeship, including in Strzelno, Lipno, Kowalewo Pomorskie, Kruszwica and Nowa Wieś Wielka. These localities await their own ring roads, just as Kruszwica does”, said Mr Morawiecki. 


“Heavy freight traffic ought to be re-routed outside the town. This is the reason behind the construction of Kruszwica’s ring road, which will also comprise the bridge itself”, the Prime Minister explained.

The Kruszwica ring road will be one of six such roads planned to be constructed throughout the Kujawsko-Pomorskie Voivodeship under the government Programme to build 100 ring roads. Tenders for the construction of all six ring roads are scheduled to be announced by the end of 2024, with the investment project implementation planned for the 2025-2029 period. This is bound to significantly improve the investment potential of all regions concerned. 


The town of Kobylniki will gain a new roundabout as well since the existing intersection is insufficient for the increasing traffic in the area. The roundabout will improve access to the industrial zone at Kruszwica’s northern end.
 

Brześć Cultural Centre and meeting with local government officials in Kruszyn


During his visit to the Kujawsko-Pomorskie Voivodeship, Prime Minister Mateusz Morawiecki also visited the “Wahadło” Culture and History Centre in Brześć Kujawski (Włocławek County). A total of PLN 2 million was provided for the Centre’s construction under the Government Fund for Local Investments. The head of the Polish government also met with local government officials in Kruszyn (Bydgoszcz district) to discuss vital topics related to the region.
