Prime Minister: 2025 Will Be a Breakthrough Year for the Polish Economy

Poland begins the construction of the Baltica 2 Offshore Wind Farm – the largest investment in the Baltic Sea and in the history of Poland’s renewable energy sector. Its development will not only strengthen Poland's energy security but also provide affordable energy to approximately 2.5 million households. During the inauguration of this strategic project, Prime Minister Donald Tusk announced that 2025 would mark a turning point for Poland’s economy, energy security, and national competitiveness.
A New Era for Poland’s Energy Sector
This project is of strategic importance in strengthening Poland’s energy security. It will be one of the largest offshore wind power plants in the world, with a capacity of 1.5 GW.
The total investment value is 30 billion PLN. Poland’s contribution will amount to 15 billion PLN, including 5.5 billion PLN financed through the National Recovery Plan (KPO). This is the largest investment in the history of Poland’s power sector. The wind farm will cover 190 km² in the Baltic Sea, located 40 km off the Polish coast, between Ustka and Choczewo, where 107 turbines with a capacity of 14 MW each will be installed.
"Thirty billion PLN, 1.5 GW – these numbers are truly impressive. This project surpasses previous benchmarks and expectations regarding wind farms. We are talking about the largest turbines in the world and the future of Polish energy because this massive investment is just one part of a broader, ambitious plan for Poland’s energy sector,"
– said Prime Minister Donald Tusk at the event marking the start of the construction of the Baltica 2 Offshore Wind Farm.
The first energy from the project is expected to be generated in the first half of 2027, with the full launch scheduled for the second half of the year. This investment will have a real impact on lowering electricity prices for consumers. Baltica 2 will supply green energy to approximately 2.5 million households. Additionally, it will create numerous new jobs, both during the construction phase (several thousand jobs) and in operational stages (several hundred positions).
The project is being carried out by the Polish Energy Group (PGE) and Ørsted, a Danish company specializing in offshore wind energy, whose majority shareholder is the Danish state.
"Denmark is becoming Poland’s closest partner in various dimensions. Our cooperation is exemplary and serves as a model for other EU countries. I am pleased that this partnership extends to energy and investment, especially on such a large scale,"
– said the Prime Minister.
Poland and Denmark also fully recognize that Europe must become entirely independent of Russian energy sources.
Poland on the Path to Becoming a Growth Leader in Europe
The investment is part of Poland’s offshore wind energy development plan. Over the next 15 years, the country’s offshore wind capacity is expected to reach 18 GW.
"By 2040, Poland will generate as much wind energy as the equivalent of four nuclear power plants,"
– emphasized the Prime Minister.
Donald Tusk also addressed the state of the Polish economy, highlighting positive GDP growth figures that exceeded analysts’ expectations. In 2024, Poland’s GDP grew by 2.9%, surpassing forecasts and increasing at a faster pace than in 2023.
"In these difficult times—marked by war, global instability, an energy crisis, and economic uncertainty in Europe—it is important to instill greater optimism and confidence in our abilities among Poles,"
– said the Prime Minister.
Poland should become a leader in European economic growth, enabling further national development.
"Poland can be a leader in economic growth and optimism in Europe at a time when we need a strong foundation based on confidence in our own strength, ambitious investments, and a bold vision for the future of the Polish and European economies,"
– stated Donald Tusk.
The Prime Minister announced that in the coming weeks, he will unveil a program aimed at making Poland the leader of economic growth in Europe.
Baltica 2 – The Largest Wind Farm in the Baltic Sea
The official inauguration of the construction of the Baltica 2 Wind Farm took place today in Warsaw. PGE and Ørsted signed a formal declaration marking the beginning of the construction phase of this offshore wind farm.
During the event, an agreement was also signed for the investment’s financing by Bank Gospodarstwa Krajowego (BGK) using funds from the National Recovery Plan (KPO).
