We have moved from plans to action. We are implementing Poland’s local development strategy, says Prime Minister Morawiecki

Renovation of schools, as well as the construction of kindergartens and new roads, are just some examples of investment projects that local governments can implement due to government funding. Thanks to the Government Fund for Local Investments and the Government Road Development Fund, Polish neighbourhoods are changing for the better. Further investment project funding is to be provided under the Polish Deal programme as well. During his visit to the Dolnośląskie and Małopolskie Voivodeships, Prime Minister Mateusz Morawiecki inspected the sites where such new ventures are being implemented. The head of the Polish government also outlined the fundamentals of the Polish Deal Fund. “The Polish Deal and consolidated public finances not only bring money for major social and infrastructural programmes but also for the stabilisation and improvement of local government income”, he explained. Importantly, the investment project funding provided under the Polish Deal Fund will result in a 9.6% increase in local government income.

Kamieniec Ząbkowicki gains sports complex, sewage system thanks to government funding

The residents of Kamieniec Ząbkowicki will soon be able to use a full-size football pitch. Apart from that, the new sports complex under construction will also feature a training pitch as well as a playground. And that is not the only major investment project underway in the region either. The Kamieniec Ząbkowicki county will also gain a new sewage system.

“Our government’s policy focuses on smaller towns too. Not that long ago, unemployment was running rampant here, with many residents opting to leave Kamieniec. There were no water and sewage or sports and recreation investment projects”, said Prime Minister Morawiecki.

The investment project is made possible by government subsidies – including those provided under the Government Fund for Local Investments. “We invest in sports and culture, road infrastructure, but also large water and sewage projects. It is a comprehensive investment project programme for Poland’s local development”, Mr Morawiecki added.

Investing in culture

Culture-related investment projects are also underway in the Kamieniec Ząbkowski municipality. The local park and palace complex is being restored as well. “This includes significant efforts to restore the wonderful, neo-Gothic park and palace complex that all Poles should be encouraged to visit. Until recently, this jewel was buried in the ground. Now, it is becoming ever more beautiful thanks to our culture-oriented investment projects”, said the Prime Minister. The main goal of the project is not only to improve the town’s tourist potential but also to restore its historic monuments.

New kindergarten thanks to funding under Government Fund for Local Investments

Thanks to funding granted under the Government Fund for Local Investments, the school in Skrzypne has been rebuilt. The residents have gained a new kindergarten that nearly 50 children will soon be able to attend. More than PLN 500,000 in funding was allocated for that purpose from the state budget. The schoolhouse has gained such new amenities as classrooms, a cloakroom, a fully equipped kitchen, as well as a toilet. That is not the only major investment project that the local children and youth are bound to benefit from. In 2018, a sports hall and a multifunctional playground were set up on school grounds as well.

“I would like to thank everyone – particularly the local government officials and residents – for the excellent cooperation, identification of needs, and good management of central and local government funding. This leads to the creation of new facilities that make life in Poland’s municipalities and counties as best as possible”, said PM Morawiecki.

Schoolhouse construction supported by government funding

Pupils in Murzasichle, located in the Poronin municipality, will soon gain a new place to study. The new facility is to be built on the site of the current school, which dates back to the Austria-Hungary Empire era. To that end, the local government has earmarked PLN 7 million from the Government Fund for Local Investments.

“An appropriate decision has been made to have a new school constructed here in the short term, one that has been long-awaited by the residents. I am very glad that this is the case. It just so happened that it is a local entrepreneur that has won the tender too”, said Prime Minister Morawiecki. Mr Morawiecki also mentioned that about 350 students will be able to study at the new school.

“We are proud that a modern, energy-efficient school will be created here and serve the residents of this wonderful area of Poland for the next decades”, PM Morawiecki concluded.

Local government funds – surplus despite COVID-19 pandemic

“The pandemic did not adversely affect the funds of local governments. Local Government Units attained the planned pre-pandemic revenue levels, closing the year 2020 with a budget surplus of PLN 5.7 billion”, said Prime Minister Mateusz Morawiecki.

Between 2016 and 2020, the total revenue amounted to almost PLN 1.3 billion. This is an increase of as much as 40% compared to the 2011-2015 period. The government's investment support for Poland’s local governments has also increased significantly – by more than 43%.

“In 2022, local governments will generate PIT, CIT and general subsidy income at a level of about PLN 146 billion. The income levels will exceed the forecasts by 4.3%. Taking into account the investment funding provided under the Polish Deal Fund, the income increase for LGUs will amount to 9.6%”, Mr Morawiecki remarked.

Polish Deal Government Fund brings more money for local government investment projects

“The Polish Deal Government Fund: Strategic Investment Project Programme” provides new solutions for Poland’s local governments. This is yet another government initiative from which citizens stand to benefit due to much-needed investment projects. The programme provides for investment grants for municipalities and counties and consists of three pillars:

  • current income stabilisation,
  • long-term income stabilisation,
  • development and investment project subsidies.

“In May, local governments planned their expenses for 2022. Following the introduction of the Polish Deal, as a result of our changes, local governments will have PLN 8 billion more than planned at their disposal”, Prime Minister Morawiecki announced. “Tax reduction and additional enormous funding for local governments – we were able to reconcile these two projects with each other”, he added.
