Polish National Action Plan on Women, Peace and Security 2018-2021

The Women, Peace and Security Agenda covers a number of areas, including the following: maintenance of international peace and security, protection of human rights, development cooperation and equal treatment-related policies. The Agenda’s foundation is Security Council Resolution 1325, which was adopted in 2000. Since then, the UN Security Council adopted further 10 resolutions on this subject. The Resolution 1325 is the first UN Security Council Resolution devoted to the impact of armed conflict on the situation of women. It stresses the importance of equal and full participation of women in the prevention and resolution of armed conflicts, the conduct of peace negotiations, the peace building and the reconstruction of the country after the conflict as well as the participation in the peacebuilding missions and humanitarian aid. The burden of implementation of Resolution 1325 and later resolutions rests primarily on the states. For this purpose they develop the so-called National Action Plans. The first Action Plans were adopted by Denmark, Norway, Sweden and the United Kingdom in 2005 and 2006.

The Polish National Action Plan on Women, Peace and Security 2018-2021 (NAP) was drawn up jointly by the Ministry of Foreign Affairs, the Ministry of National Defence, the Ministry of the Interior and Administration and the Government Plenipotentiary for Equal Treatment and adopted by the Council of Ministers on 22 of October 2018. Before its approval the Plan was submitted for public consultations, which involved non-governmental organizations promoting the role of women in the security sector. With the adoption of the NAP, Poland joined the group of more than 80 countries who actively participate in the implementation of the 11 resolutions and the WPS Agenda.

The Polish National Implementation Plan sets a conceptual framework for the implementation of the provisions of 11 UN Security Council resolutions on women, peace and security. The main postulates presented in the Plan are as follows: the need to increase women's participation in peace processes and in missions and peacekeeping operations, greater involvement of women in decision-making processes related to peace as well as the protection and support for women and children during and after armed conflict.

The Plan sets four main outcomes for the years 2018-2021:

  1. meaningful participation of women in conflict prevention and peacekeeping;
  2. implementation of the Women, Peace and Security Agenda through the Polish humanitarian and development aid;
  3. protection and support of the victims of conflict-related sexual and gender-based violence;
  4. promotion and development of the Women, Peace and Security Agenda in Poland and in the framework of international cooperation.

The implementation of the objectives of the National Plan is carried out in 18 areas, that include inter alia: participation of women in missions and peacekeeping operations, increasing the share of women in uniformed formations and foreign service, support for victims of sexual violence in armed conflicts, training on the WPS Agenda and activities aiming at involvement of Polish scientists and students in the implementation of the Agenda.

The institutions implementing the National Action Plan (Ministry of Defence, Ministry of the Interior and Administration, the National Police, the Border Guard, Ministry of Finance, National Tax Administration) are responsible for regular monitoring of the implementation progress and its annual evaluation within their ministries and services. The Ministry of Foreign Affairs is tasked with coordinating the overall assessment of the implementation of the National Action Plan.

In the framework of the WPS Agenda implementation Poland joined the UN Focal Points Network on Women, Peace and Security and actively participates in the activities of the EU Informal Task Force on the WPS Agenda.
