They were published by the OECD in 1976, after which they were updated several times.
The last update of the OECD Guidelines took place in 2011. At that time, a chapter on human rights was added and the scope of the OECD Guidelines was expanded by including term of business relations (also in the supply chain) and the concept of due diligence was introduced.
On June 8, 2023, the OECD Council adopted the latest update of the OECD Guidelines for Multinational Enterprises. Key updates include:
- Recommendations for enterprises to align with internationally agreed goals on climate change and biodiversity
- Inclusion of due diligence expectations on the development, financing, sale, licensing, trade and use of technology, including gathering and using data
- Recommendations on how enterprises are expected to conduct due diligence on impacts and business relationships related to the use of their products and services
- Better protection for at-risk persons and groups, including those who raise concerns regarding the conduct of businesses
- Updated recommendations on disclosure of responsible business conduct information
- Expanded due diligence recommendations to all forms of corruption
- Recommendations for enterprises to ensure lobbying activities are consistent with the Guidelines
- Strengthened procedures to ensure the visibility, effectiveness and functional equivalence of National Contact Points for Responsible Business Conduct

Targeted update of the OECD Guidelines for Multinational Enterprises
In 2022, the OECD took the stocktaking exercise on the Guidelines in terms of their compliance with current trends and other regulations in the field of responsible business. Then in May 2022 the OECD published a report on the stocktaking exercise on the OECD Guidelines for Multinational Enterprises in terms of their compliance with current trends and other regulations in the field of responsible business. The report was developed based on inputs from the National Contact Points for RBC; inputs by the Institutional Stakeholders BIAC, TUAC and OECD Watch; and consultations with OECD Committees and inputs received during an public consultation.
As a result of the review, the OECD proposed targeted update of the OECD MNE Guidelines.
On January 31, 2023, the Ministry of Development Funds and Regional Policy held a meeting organized on the initiative of the Polish NCP on the targeted update of the OECD Guidelines for Multinational Enterprises. The recording of the meeting can be viewed on YT and FB channels.
