Construction of gas cogeneration with a capacity of about 8 MWe with a cooling installation, energy storage and heating network in Siedlce
The Minister of Climate and Environment with the support of the National Fund for Environmental Protection and Water Management, as the Operator of the Environment, Energy and Climate Change Programme, informs of the conclusion of an agreement for co-financing the “Construction of gas cogeneration with a capacity of about 8 Mwe with a cooling installation, energy storage and heating network in Siedlce” project.
The beneficiary of the project is the Power Company in Siedlce Ltd. (PEC Siedlce).
About the project
The project obtained co-financing in the call for proposals Construction/modernization of municipal heating systems and elimination of individual heat sources under the Environment, Energy and Climate Change Programme in the area of Improving energy efficiency and energy security.
It is financed 45% from Environment, Energy and Climate Change Programme funds, of which 85% comes from the Financial Mechanism of the European Economic Area (EEA FM) and 15% from the state budget.
The project’s total cost is more than PLN 45.5 million (about EUR 10.5 million), and the grant awarded is over PLN 16.6 million (almost EUR 3.9 million).
Following the increase procedure announced by the Ministry of Climate and Environment, the amount of co-financing for the project has increased by over PLN 23.6 million (approximately EUR 5.4 million).
Purpose of the project
The project involves modernization of the district heating system in Siedlce by implementing measures to increase the share of high-efficiency cogeneration in the generation of system heat.
The project includes the decommissioning of the WR-25 coal-fired boiler as well as the construction of an installation for the generation of cold from heat, the construction of a heat storage facility and new sections of the district heating network. The existing district heating network will be modernized in order to reduce transmission losses. This will result in reduced carbon dioxide emissions into the atmosphere and increased energy efficiency of the system.
The most important effects of the project "Construction of a gas-fired cogeneration plant with a capacity of about 8 MWe, together with a refrigeration plant, energy storage and a district heating network in Siedlce" are:
- elimination of a local heat source derived from coal dust;
- replacement of coal-fired heat production with gas-fired heat;
- reducing CO2 emission levels by 32,443.07 t/year.
Implementation period
The contract for the project's subsidy was concluded on January 14, 2022, and its anticipated completion date is April 2024.
