Explanation to Gazeta Wyborcza’s article “Tracimy pieniądze na smog” [“We are losing money for smog”]

Air quality improvement is a priority for the Polish government and the Ministry of Environment, which is why on the 19th of September 2018, we launched the “Clean Air” priority programme, which encompasses subsidies for thermal modernisation of single-family homes, as well as replacement of heating systems. Its implementation is planned until 2029.

The interest in the programme has been steadily growing since the day of its launch on the 19th of September 2018. By the 14th of June 2019, nearly 60,000 applications for subsidies, which added up to a total amount of 1.4 billion zlotys were submitted by inhabitants of Poland. 

In order to increase the effectiveness of the programme, the Minister of Environment extended an invitation to all municipalities in Poland to get involved in the process of accepting and processing applications. Within a few days, more than 500 municipalities have already expressed their interest in using such a solution.

All Regional Funds for Environmental Protection and Water Management process the applications within the time specified in the regulations of the programme – within 90 days. To date, the regional funds have already adopted more than 21,000 resolutions concerning granting the subsidies for a total amount of over 370 million zlotys, and the approved applications result in agreements signed with the Programme Beneficiaries in a systematic manner. The speed of making decisions on subsidies has been significantly increasing with the implementation of the programme picking up its pace. By the 14th of June, more than 15,000 agreements for a total amount of more than 253 million zlotys had already been signed across the whole country, and this number is growing every day.

Already at this stage it is one of the largest thermal modernisation programmes ever implemented in Poland.

Together with the Regional Funds for Environmental Protection and Water Management, we are also improving the application process itself, while making sure that public funds are properly spent.

We would also like to note that during the first three weeks of 2019 the programme was suspended due to the necessity to adjust the programme to the application of the thermal modernisation exemption, which resulted, among other things, in modification of the programme provisions and changing the subsidy application form.

At the beginning of July, a meeting with representatives of the European Commission and the World Bank is planned, during which we will present the changes to be made to the programme.

The Clean Air Programme will be successively modified in order to enable the use of European funds on the basis of an extended system under the new financial perspective.
