Laboratory of Low Emission Zones
Predefined project of the Institute of Environmental Protection – National Research Institute
On November 23 2022, the Minister of Climate and The Institute of Environmental Protection – National Research Institute signed a contract for the implementation of the Laboratory of Low Emission Zones (LEZ) project. The project received funding from the Bilateral Cooperation Fund EEA Financial Mechanism 2014-2021 and the Norwegian Financial Mechanism 2014-2021 under the Environment, Energy and Climate Change Programme.
About the project
The main objective of the project was to equip the Polish local governments with the knowledge and skills required to create Low Emission Zones (LEZ).
Representatives of the cities got acquainted with the whole spectrum of issues related to the creation and functioning of LEZ. The core of the project was not only knowledge transfer, but also joint thinking about the best solutions for creating low emission zones in Poland based on foreign experience. The added value to the project was the involvement in the project of representatives of European cities where such zones operate successfully. The participants shared their experience, presented best practices and pointed out mistakes that could be avoided (the so-called lessons learned).
One of the important elements of the project was a study visit to Oslo, Norway. The acquired knowledge and best practices were reflected in the report (so-called guide book), which is intended to be a useful tool for Polish local authorities in creating LEZ.
Thanks to the project, local governments will be equipped with the necessary competences in the field of reducing emissions and noise from transport in cities. The project strengthens the involvement of local government units in the decarbonisation of the transport sector in Poland and will contribute to achieving the goal of climate neutrality by 2050 for the entire EU and the goals of other strategic documents - both European and national.
Partnership
The "Laboratory of Low Emission Zones" project was implemented in cooperation with two partners: the Polish Alternative Fuels Association and Norwegian - Elbil.

Events
In February 2023, the LEZ project was awarded the honorary patronage of the Embassy of the Kingdom of Norway in Poland.
On 27 September, during the New Mobility 2023 Congress in Łódź, a debate of experts, culminating the substantive work carried out within the framework of the project “Laboratory of Low Emission Zones” was held.
The event brought together dozens of representatives of local governments, central administration, NGOs, science and business.
